About the Role

SHL Finance Company is seeking a Procurement Manager to join its team in Riyadh, Saudi Arabia. This full-time role requires 5-10 years of experience and operates as a strategic business partner, balancing cost efficiency, quality, risk, governance, compliance, and business continuity. The Procurement Manager will ensure that all procurement activities support the Company's strategic objectives and operational requirements.

The role involves managing and overseeing the end-to-end procurement function, ensuring goods, services, and third-party requirements are sourced efficiently, competitively, transparently, and in accordance with company policies, governance, delegated authorities, and regulatory requirements. This position works closely with Finance, Legal, IT, HR, Operations, and other business functions.

Key Responsibilities

• Develop and implement the annual procurement strategy and plan in alignment with business priorities and budgets.
• Establish appropriate sourcing strategies based on business requirements, spend analysis, and market conditions.
• Manage the complete procurement lifecycle from requirements definition through sourcing, tendering, evaluation, negotiation, contracting, and supplier performance monitoring.
• Ensure all procurement activities adhere to approved policies, procedures, delegation of authority, and governance requirements.
• Lead competitive sourcing exercises, including RFQ, RFP, and tender processes, ensuring fairness, transparency, and confidentiality.
• Lead commercial negotiations with suppliers to secure competitive pricing, favorable contractual terms, and appropriate risk allocation.
• Coordinate with Legal and business functions on contract drafting, review, renewal, and termination.
• Develop and maintain effective relationships with strategic suppliers and establish performance monitoring mechanisms.
• Monitor procurement expenditure, identify cost savings, and conduct spend analysis to optimize value.
• Lead and manage the procurement team, setting objectives, and fostering continuous development.

Governance, Compliance & Risk Management

• Ensure all procurement activities comply with SHL policies, procedures, Delegation of Authority, governance requirements, and applicable laws.
• Maintain complete and auditable procurement records, including quotations, tenders, evaluations, approvals, contracts, and purchase orders.
• Ensure appropriate segregation of duties and controls are maintained throughout the procurement process.
• Identify and manage procurement, supplier, contractual, operational, and business continuity risks.
• Support internal and external audits by providing comprehensive procurement documentation and evidence.

Stakeholder Engagement & Systems

• Partner with internal functions such as Finance, Legal, IT, HR, Operations, Marketing, Risk, and Compliance to understand and address procurement requirements.
• Provide professional procurement advice to internal stakeholders and challenge requirements to ensure value for money.
• Ensure accurate and timely maintenance of procurement records and systems.
• Develop and maintain procurement dashboards and management reports, monitoring key performance indicators.
• Identify opportunities to improve procurement processes through automation, digitalization, and system enhancements.
