Program Manager (m/f/d)

About the Role

Halian is seeking a Program Manager (m/f/d) to join our team in Riyadh. This full-time role is central to supporting and driving strategic initiatives focused on policy development and product design for mandatory schemes. The Program Manager ensures alignment between strategic objectives, regulatory requirements, and stakeholder expectations, while coordinating with government entities and senior leadership to accelerate decision-making and successful program delivery.

Key Responsibilities

• Develop pension policies, frameworks, and product designs that support organizational and national objectives.
• Lead strategic assessments, program planning, and implementation initiatives.
• Ensure program alignment with regulatory requirements and industry best practices.
• Engage and coordinate with government entities, regulators, and key stakeholders.
• Prepare and present recommendations, reports, and updates to executive committees and leadership teams.
• Facilitate decision-making through effective governance structures and stakeholder engagement.
• Manage strategic programs, timelines, milestones, risks, and governance approvals.
• Coordinate cross-functional teams to ensure successful program execution.
• Monitor program performance and implement corrective actions where necessary.
• Conduct benchmarking studies and market analysis to identify industry trends and opportunities.
• Support KPI development, performance evaluations, and program reviews.
• Provide advisory support and recommendations to leadership on policy and program enhancements.
• Develop executive reports, dashboards, and presentations.
• Track and evaluate program outcomes against strategic objectives.
• Identify opportunities for process optimization and continuous improvement.

Experience and Qualifications

Candidates should possess 5-10 years of relevant experience in program management, policy development, or product design, particularly within mandatory schemes. A strong understanding of regulatory environments and stakeholder coordination is essential for this role.

Work Environment
