About KBR and the Project

KBR, Inc. is seeking a Project Construction Director for a full-time position in Riyadh, Saudi Arabia. This role supports a major infrastructure program for a mixed-use development in Riyadh, envisioned as a global landmark and a self-sustaining community. KBR provides PMO services, including enterprise-level governance, assurance, integration, and performance oversight across all projects and programs within this development.

Role Overview

Reporting to the Programme Director, the Project Construction Director will provide PMO-level oversight for projects both pre and post-contract award. This position involves managing a masterplan for executive commercial, planning, and risk reporting. Operating within a matrix PMO organization, the director will have direct responsibility for delivery oversight, collaborating with commercial, planning, and risk departments to ensure project control, recommend commercial strategies, manage contracts, and provide accurate status reports to prevent schedule slippage and cost overruns. The role also includes producing close-out reports for each project.

Key Responsibilities

  • Oversee and coordinate with Project Management Consultants (PMCs) to develop, implement, and govern standard reporting formats for quality, commercial, planning, and safety.
  • Validate progress throughout the pre and post-contract stage gate process.
  • Validate earned progress against baseline schedules.
  • Coordinate with PMCs for the preparation and validation of project cost reports.
  • Provide oversight and validation for PMC preparation of annual program-wide budgets and monthly cashflow reports.
  • Participate in the development of value engineering proposals and value-adding initiatives.
  • Identify and report on risks to scope that may result in potential growth trends.
  • Work closely with PMCs and PMO planners to perform forecasts for milestone completion.
  • Support portfolio-wide risk management services to ensure effective governance, decision-making, and assurance, aligning with approved risk policies, frameworks, and systems.
  • Collaborate with PMCs to perform stakeholder identification, analysis, and engagement planning.
  • Identify risks to effective stakeholder management and third-party coordination.
  • Coordinate with PMCs to validate the creation, accurate reporting, and management of the Approvals Register.
  • Coordinate with PMCs to identify health, safety, environmental, and quality compliance risks and prepare mitigation plans.
  • Coordinate with PMCs to report risks and develop mitigation for project completion, conditions for taking-over certificates, and completion of defects.
  • Coordinate between PMCs and the Client for the management of operational readiness, asset transfer, and the defects liability period.
  • Facilitate knowledge transfer to the Client and PMCs.

Qualifications and Experience

  • A minimum of 15 years of relevant experience is required for this position.
