About the Role

HanmiGlobal Saudi is seeking a Project Control Manager to join its program management and PMCM team. This full-time position is based in Riyadh and requires over 10 years of experience. The role involves leading the program-wide project controls framework and performance analytics for a large-scale land and infrastructure development program, delivered on behalf of a major government entity.

Role Overview and Responsibilities

The Project Control Manager will provide program-level leadership, governance, coordination, and financial/controls oversight. This includes ensuring cost control, progress measurement, performance forecasting, KPI management, and trend analysis are integrated to deliver accurate performance intelligence to PMCM Management and the Client, supporting the successful delivery of the overall development program.

• Develop and maintain the program-wide Project Controls Management Framework, including procedures, standards, methodologies, governance processes, and reporting requirements.
• Ensure consistent implementation of project controls practices across all development packages and promote continuous improvement and best practices.
• Monitor and analyze program-wide cost performance, budgets, commitments, forecasts, expenditure trends, and progress against approved baselines.
• Establish progress measurement methodologies, performance metrics, and KPI frameworks to monitor schedule, cost, and overall project performance.
• Conduct forecasting, trend analysis, Earned Value Management (EVM), and performance assessments to identify emerging risks and support proactive decision-making.
• Coordinate with Planning & Scheduling, Commercial, Risk, Quantity Surveying, Procurement, and Technical Teams to integrate information into a single program-wide reporting framework.
• Assess the performance impacts of changes, variations, claims, and program decisions, supporting effective change management processes.
• Prepare executive dashboards, integrated program performance reports, management presentations, and strategic recommendations.
• Lead project controls review meetings, reporting workshops, audits, and performance reviews, while supporting the implementation of PMIS, EDMS, digital dashboards, and data analytics platforms.

Qualifications and Experience

Candidates should possess a Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, Project Management, Cost Engineering, or a related discipline. A Chartered Professional membership or equivalent professional accreditation is required. A minimum of fifteen (15) years of professional experience in project controls, program controls, cost management, infrastructure delivery, urban development, or major capital projects is essential. Experience within PMCM, PMC, EPCM, consultancy, developer, or client-side organizations, particularly on major land development and infrastructure projects in Saudi Arabia or the GCC, is preferred.
