Project Controls Director at Bechtel

Bechtel Corporation, a global leader in engineering, procurement, and construction since 1898, is seeking a Project Controls Director for a full-time position in Riyadh, Saudi Arabia. This role is integral to the delivery of the Expo 2030 Riyadh project, a significant global initiative that aligns with Bechtel's legacy of creating lasting positive impact through infrastructure development.

The Expo 2030 Riyadh Project

The Expo 2030 Riyadh project serves as a global platform for collaboration under the theme “Foresight for Tomorrow,” promoting sustainable development, innovation, and transformative thinking. Scheduled from October 2030 to March 2031, the event is expected to welcome over 40 million visits. Bechtel is responsible for managing the infrastructure program, which encompasses early works, utilities, and publicly accessible spaces like streets and parks within the 6 km2 Masterplan. Following the six-month event, the site will transition into a mixed-use legacy development to serve the community.

Role Overview and Leadership

The ideal candidate will possess significant leadership experience and a clear understanding of project management within KSA. This role requires previous Project Controls experience on large-scale (>$1Bn) projects, ideally within KSA or the wider Middle East. The Project Controls Director will provide structured leadership and guidance for the overall execution of Project Controls activities. This position reports to designated supervisory personnel, receiving technical guidance and operational supervision. The Director will also provide technical and operational direction to assigned personnel, interacting and partnering with subordinate supervisors, customers, and functional peer group managers. The role may involve leading cooperative efforts among project team members.

Key Responsibilities

  • Establish operational objectives and work plans, delegating assignments to subordinates.
  • Manage the development of Project Controls procedures and processes aligned with customer requirements.
  • Oversee cost engineering, cost estimating, cost analysis/control, planning/scheduling, risk management, and project reporting activities, including staff planning.
  • Manage schedule development, maintenance, monitoring, impact identification, and recovery plan development.
  • Develop the preparation and presentation of project estimates and cost forecasts.
  • Support project organizational and administrative activities, offering non-routine cost engineering/planning and scheduling guidance.
  • Identify and provide innovative solutions to cost engineering and planning/scheduling challenges.
  • Review contract drafts for adequacy of cost, scope definition, and Project Controls requirements.
  • Review Earned Revenue Determination Data, Financial Summaries, Project Financial Status Reports, and Charge for Project Working Capital calculations.
  • Coordinate project reports and dashboards as required.
  • Perform routine coaching, tasking, and performance management of assigned Project Controls staff.

Qualifications and Experience

  • Bachelor's or Master's degree (or international equivalent).
  • Minimum of 15 years of professional experience, or 21 or more years of professional experience in lieu of a degree.
  • Previous Project Controls project experience within KSA or the wider Middle East and across a broad range of infrastructure projects.
  • Demonstrated experience and skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis.
  • Demonstrated experience and skill in directing planning and scheduling functions, including schedule development, control, and analysis.
  • Expertise in the delivery, communication, and training of risk management.
  • Demonstrated experience and skill in establishing criteria for Project Controls activities.
  • Previous experience with PFSR preparation, coordination, and delivery.
  • Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes.

Essential Skills and Attributes

  • Cultural awareness of the nuances of operating successfully within KSA.
  • Proven success in managing client relationships at a senior level.
  • Proven leadership skills in personnel administration and the training of technical and nontechnical personnel.
  • Expert oral and written communication skills, with demonstrated ability to present project information to Bechtel and client management.
  • Working knowledge of change management.
  • Experience in knowledge transfer and the development of local employees.
