About the Role

Parsons Corporation is seeking a highly experienced Project Controls Manager to join their team in Riyadh, Saudi Arabia. This full-time position is central to establishing, leading, and maintaining robust project controls, with a strong emphasis on schedule management, to support the FIDIC Engineer in fulfilling their delegated duties under the Delivery Partner Agreement.

Role Context and Scope

The Project Controls Manager will oversee projects within the Master Development Unit Projects portfolio, specifically covering roads, districts, and logistics packages. The role ensures that all works are meticulously planned, monitored, and reported in full compliance with contractual technical, commercial, and performance requirements. Key areas of oversight include planning and scheduling, cost control, progress measurement, risk and change management, reporting, and governance across both design and construction phases. Collaboration with Contracts Administration, Claims Management, and Document Control functions is integral to this position.

Key Responsibilities

  • Lead the project controls function for assigned roads, districts, and logistics projects under the FIDIC Engineer’s remit within the MDU-P portfolio.
  • Develop and implement project controls strategies, procedures, tools, and templates aligned with Client and Delivery Partner requirements.
  • Coordinate and integrate planning, cost, risk, change, and reporting activities across multiple contracts and stakeholders.
  • Develop, review, and maintain integrated master schedules for all assigned projects, encompassing design, procurement, construction, testing & commissioning, and handover.
  • Review and validate Contractors’ baseline and updated schedules, utilizing tools such as Primavera P6, ensuring compliance with FIDIC, Employer’s requirements, and contract provisions.
  • Monitor schedule performance, identify variances, assess critical and near-critical paths, and provide early warning of potential delays.
  • Support the FIDIC Engineer in schedule-related contractual matters, including extensions of time, acceleration, mitigation, and liquidated damages.
  • Establish and maintain cost control structures in coordination with Commercial and Contracts Administration teams.
  • Implement Earned Value Management (EVM) and other performance measurement techniques to monitor time–cost performance.
  • Implement and manage project change control processes, ensuring all scope, time, and cost changes are identified, assessed, logged, and reported.
  • Maintain and update project risk registers, perform qualitative and quantitative schedule risk analysis where required, and propose mitigation strategies.
  • Provide schedule and project controls input into claims identification, analysis, and defence/negotiation, such as delay analysis, disruption evaluation, and concurrency assessments, in support of Claims Management.
  • Prepare and consolidate periodic project controls reports (weekly, monthly, ad hoc) for the FIDIC Engineer and Client, covering schedule, progress, cost, risk, change, and key issues.
  • Participate in and/or lead progress meetings, coordination meetings, and risk/change workshops, presenting project controls information clearly and concisely.
  • Ensure alignment of project controls data and reporting with Document Control, ensuring all baseline and updated schedules, reports, and supporting records are properly filed and traceable.
  • Provide the FIDIC Engineer with robust, evidence-based project controls data to support contract administration, payment certification, determination of extensions of time, and assessment of contractors’ performance.
  • Manage and mentor a team of planners, project controls engineers, and analysts supporting the FIDIC Engineer Services across roads, districts, and logistics.
  • Promote best practices in project controls, continuous improvement, and knowledge sharing within the team and wider project organization.

Required Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, Project Management, or a related discipline.
  • Over 10 years of progressive experience in project controls on large-scale infrastructure projects, including major roads/highways and/or urban districts; Middle East experience is preferred.
  • Proven experience in a similar role supporting FIDIC-based contracts (*, FIDIC Red/Yellow/Silver Book) as part of an Engineer, PMC, or major consultancy.

Essential Skills and Attributes

  • Advanced proficiency in planning and scheduling tools, particularly Primavera P6; experience with other tools (*, TILOS, MS Project) is an advantage.
  • Strong knowledge of project controls processes across schedule, cost, risk, change, and reporting.
  • Demonstrated capability in schedule delay analysis methods (*, time impact analysis, windows analysis, as-planned vs as-built).
  • Familiarity with Earned Value Management and KPI-based performance measurement.
  • Solid understanding of contracts administration and commercial processes on large infrastructure projects.
  • Proficiency in MS Office (Excel, PowerPoint, Word); experience with BI/reporting tools (*, Power BI, Tableau) is an advantage.
  • Excellent analytical, problem-solving, and critical-thinking skills.
  • Strong communication and presentation skills, with the ability to convey complex schedule and controls data to non-specialists.
  • Ability to work within a multi-disciplinary, multicultural team and manage multiple stakeholders.
  • High level of organization, attention to detail, and integrity in handling project data.
  • Proactive approach, able to foresee issues, propose mitigation measures, and support informed decision-making.
