Parsons Corporation is seeking a Project Controls Engineer (Saudi National) to join its team in Riyadh, Saudi Arabia. This full-time role is for professionals with 5 to 10 years of experience. Role Overview
The Project Controls Engineer is responsible for ensuring the effective and efficient management of all project aspects, with a primary focus on cost engineering and scheduling functions. This role involves supporting project management through accurate financial information, detailed reporting, and proactive issue resolution to ensure project deliverables are met within budget and on schedule.
Key Responsibilities
- Manage comprehensive cost engineering functions, including budget preparation, cost control, forecasting, and reporting.
- Track, update, and monitor project cost control and scheduling functions, ensuring adherence to contractual procedures.
- Develop and manage cost control systems to provide accurate financial information to project and company management.
- Prepare monthly client invoices and process sub-consultancy and service invoices, maintaining payment ledgers and preparing billing estimates and accruals.
- Facilitate the development of the Work Breakdown Structure (WBS) in collaboration with Procurement, Engineering, and Finance departments.
- Perform independent data analysis from project management and cost control systems, creating presentations with visual aids to illustrate cost status.
- Assist Program/Project Managers with budget updates and system cost forecasts, and interact with clients for cost presentation planning.
- Develop and maintain project schedules, including resource and cost loading, utilizing critical path logic networks and bar charts.
- Analyze, evaluate, and forecast project status against baseline schedules, assessing the impact of design/construction changes and schedule slippages.
- Report schedule status to project, company management, and clients, and support the generation of graphical and tabular reports.
- Visualize and report on buffers/contingencies and execute the schedule change management process.
- Implement and maintain an Earned Value Management System (EVMS) on projects, analyzing Cost Performance Indicators (CPI) and Schedule Performance Indicators (SPI).
- Prepare and maintain project forecasts and status updates, providing assessments with corrective action recommendations to management.
- Provide guidance and specialized assistance in resolving project control problems.
- Attend project meetings, update meeting minutes, and manage action trackers.
- Identify and resolve project issues and conflicts.
- Manage electronic files for business contracts, sub-consultancy contracts, and other essential project documents.
Qualifications and Experience
- Minimum of 5 to 10 years of experience in project controls or a related field.
- Basic engineering knowledge in electrical, mechanical, civil, or a related discipline.
- Proven experience in facilitating and administering multidiscipline meetings with large groups of stakeholders.
