About the Role

Larsen & Toubro is seeking a Project Engineering Manager to join their team in Riyadh, Saudi Arabia. This full-time role requires 5-10 years of experience and focuses on ensuring that project engineering activities are executed within stipulated timeframes, adhering to quality and cost standards. The Project Engineering Manager will ensure adherence to the L2 schedule during project execution and will work on optimizations, alternate proposals, and solutions to facilitate quick project delivery with a positive margin.

Key Responsibilities

  • Coordinate with the Project Planning Manager to align deliveries with the Project Schedule.
  • Conduct regular project review meetings to ensure schedule adherence.
  • Lead internal review meetings for resource optimization, allocation, and productivity enhancement.
  • Review designs, calculations, and drawings, ensuring timely submissions after customer approvals.
  • Clarify issues with vendors and ensure timely material delivery to the project site.
  • Manage multiple tasks and deliverables simultaneously to meet deadlines.
  • Provide clarifications to inter-discipline Managers regarding design aspects of equipment.
  • Enable and review accurate quantity estimations for Bill of Materials submissions.
  • Review critical issues and procedural delays related to equipment design, offering support to Site Execution teams.
  • Ensure BIM implementation across projects.
  • Resolve procurement issues and support Supply Chain Management in finalizing vendor engineering orders.
  • Support BOQ, review pre-bid offers and technical submissions, and provide post-tender clarifications to the contracts team after vendor input.
  • Lead and manage a team comprising Design Leads, Design Engineers, and Draughtspersons.
  • Review vendor evaluations against client technical specifications.
  • Support Site Execution Teams with commercial issues and bill processing.
  • Ensure Manufacturing Clearance issuance through necessary communication with suppliers.
  • Communicate and clarify the deliverable list from the client, and obtain resource requirements for the project.

Technical Expertise

The Project Engineering Manager must possess overall expertise in both primary and secondary engineering for substation projects. A thorough understanding of design aspects for GIS/AIS Substations up to 765 KV is required. Proficiency in selecting equipment such as Power Transformers, Reactors, Circuit Breakers, Disconnectors, and Instrument Transformers is essential. The role demands familiarity with Substation Primary and Secondary Design, including Earthing, Lighting, Lightning Protection, Cabling, interfaces between Civil, MEP & Instrumentation, and Secondary engineering activities like Schemes, Wiring Diagrams, SCADA & Control Systems. The manager should understand the leadership and execution of projects for diverse geographies, clients, and utilities, possess detailed knowledge of equipment to be installed, and be aware of market conditions for vendor engineering. The ability to interpret contractual technical requirements and support Project Teams as needed is also crucial. Good interviewing skills are expected.

Operating Network

The Project Engineering Manager will interact internally with the Head of Engineering, Inter-discipline Heads, Project Execution team, Supply Chain Management team, Quality team, and Contracts team. Externally, the role involves coordination with Customers (Engineering team), Clients (Project Management team), and Vendors (Engineering & Quality team).
