About the Opportunity

Parsons Corporation is seeking a Project Quality Specialist – Civil (Saudi National) to join their team in Riyadh. This full-time role is integral to providing quality assurance and quality control support for civil construction activities across significant Airport, Infrastructure, and Airfield projects. The specialist will ensure civil works comply with approved standards and client expectations.

Role Purpose and Project Scope

The primary purpose of this position is to uphold high quality standards for civil works within complex project environments. This involves monitoring construction activities to ensure strict adherence to approved drawings, specifications, Method Statements, Inspection and Test Plans (ITPs), applicable industry standards, and contractual requirements. The role supports the successful delivery of critical civil infrastructure by proactively identifying and addressing quality-related matters from inception to handover.

Key Responsibilities

  • Support the implementation of project quality requirements for all civil works.
  • Conduct routine quality inspections and surveillance of civil construction activities, verifying compliance with project documentation.
  • Review and monitor civil-related ITPs, checklists, inspection procedures, and testing requirements.
  • Manage quality documentation, including Material Inspection Requests (MIRs), Work Inspection Requests (WIRs), test reports, and material certificates.
  • Verify that approved materials are properly stored, handled, tested, and installed.
  • Monitor Contractor and Subcontractor quality performance, identifying defects, non-conformances, and quality risks.
  • Raise, review, and monitor Non-Conformance Reports (NCRs) and quality observations, supporting root cause analysis and corrective/preventive actions.
  • Oversee specific civil activities such as excavation, backfilling, compaction, concrete placement, reinforcement, formwork, curing, and finishing.
  • Monitor construction of roads, pavements, subgrade, sub-base, base course, and asphalt works, including associated testing and quality checks.
  • Coordinate civil inspections with Survey, Engineering, Structural, MEP, Utilities, Roads, Drainage, Landscape, and Architectural teams.
  • Support testing, commissioning, snagging, and final handover activities.
  • Prepare weekly and monthly quality reports, monitoring recurring defects and quality trends.
  • Ensure civil works comply with Client, Consultant, authority, airport, and project-specific requirements, particularly within airside and landside environments.

Qualifications and Experience

  • Bachelor's Degree in Civil Engineering, Construction Engineering, or a related discipline.
  • Minimum of 5 years of relevant experience in civil quality assurance/quality control.
  • Experience on major construction, infrastructure, airport, transportation, or multidisciplinary projects is preferred.
  • Knowledge of ISO 9001 quality management principles; ISO 9001, CQI, or equivalent quality certification is an advantage.

Required Skills and Technical Knowledge

  • Strong understanding of civil construction methods, materials, inspection, and testing processes.
  • Demonstrated experience with earthworks, concrete, roads, pavements, drainage, structures, and external works.
  • Good knowledge of quality documentation such as ITPs, Method Statements, MIRs, WIRs, and NCRs.
  • Practical experience with concrete, soil, aggregate, and asphalt testing.
  • Familiarity with applicable civil engineering codes, standards, and specifications.
  • Proven ability to work effectively with Contractors, Subcontractors, Consultants, and Client representatives.
  • Strong communication, coordination, reporting, and problem-solving skills.

Project Environment

This role operates within a dynamic project environment, providing civil quality support across critical airport terminals, airfield facilities, runways, taxiways, aprons, roads, and utilities. The specialist will navigate phased construction and complex infrastructure interfaces, ensuring compliance with stringent project and authority requirements in Riyadh.
