Proposal Specialist

About the Role

Dar Al Riyadh Consultants is seeking a Proposal Specialist to manage the complete Request for Proposal (RFP) and tender process. This full-time role, based in Riyadh, involves overseeing the bid lifecycle from opportunity review and planning through development, submission, clarification, and handover, ensuring all proposals are compliant, competitive, professionally presented, and submitted on time.

Key Responsibilities

• Manage end-to-end RFP, RFQ, and tender submissions.
• Review RFP documents and prepare compliance matrices, submission schedules, and responsibility trackers.
• Coordinate inputs from various departments including technical, legal, finance, HR, procurement, and operations.
• Develop and edit technical proposal content, ensuring consistency and alignment with client requirements.
• Prepare executive summaries, company credentials, project references, methodologies, organizational charts, CVs, and other submission documents.
• Ensure all mandatory forms, declarations, certificates, and supporting documents are complete and compliant.
• Track clarifications, addenda, assumptions, exclusions, risks, and contractual requirements.
• Maintain document control, version control, approvals, and confidentiality throughout the bid process.
• Coordinate responses to post-submission clarifications and presentations.
• Support contract award handover to project delivery and operations teams.
• Maintain the proposal library, templates, credentials, CV database, lessons learned, and bid records.

Qualifications and Experience

• Bachelor’s degree in engineering.
• Minimum of 7 years of experience in bids, tenders, or proposal management.
• Proven experience managing complex PIF and giga-projects RFPs from receipt through final submission.
• Experience in engineering consultancy, architecture, infrastructure, construction, project management consultancy, or a related professional-services environment is preferred.

Required Skills

• Strong understanding of technical and proposal structures and procurement processes.
• Experience coordinating multidisciplinary stakeholders.

Work Environment

This is a full-time position based in Riyadh, requiring 5-10 years of professional experience. The role involves working within a dynamic environment focused on large-scale projects.
