About the Role

Alqotr is seeking a Tendering Specialist to join their team in Riyadh, Saudi Arabia. This full-time role involves managing and coordinating bids and business opportunities across government, semi-government, and private sectors. The specialist will be responsible for the entire tender lifecycle, from identifying opportunities to submission, negotiation, and closure, ensuring compliance with all relevant regulations and company policies.

Key Responsibilities

  • Monitor official communication channels, including company email, Etimad platform, and other government/private sector platforms, to identify new bids and business opportunities.
  • Register all incoming requests and bids in the ERP system, assigning a unique reference number to each.
  • Conduct initial reviews to determine the scope of work, requirements, and submission timelines for each bid.
  • Analyze tender documents, specifications, and regulatory/commercial requirements thoroughly.
  • Prepare all necessary participation requirements, including bills of quantities, forms, and mandatory documents.
  • Coordinate with various internal departments (Technical, Finance, Legal, HR) to gather and complete all proposal requirements.
  • Prepare and submit inquiries to clients or entities, following up on responses, updates, and circulars.
  • Evaluate the feasibility of participation and provide recommendations to management regarding bid involvement or withdrawal.
  • Oversee the preparation of technical and financial proposals in collaboration with relevant departments, ensuring pricing aligns with the scope and requirements.
  • Review final proposals to ensure completeness and compliance of all letters, attachments, and supporting documents.
  • Present bids, technical solutions, and pricing to management for approval of participation and final pricing decisions, documenting all approvals and comments.
  • Manage commercial negotiations with clients regarding pricing, timelines, scope of work, and commercial terms.
  • Submit technical and financial proposals through official platforms within specified deadlines, maintaining proof of submission.
  • Follow up on submitted bids, responding to inquiries, clarification requests, and additional requirements.
  • Upon award, transfer the bid file to the Contracts Officer for contractual procedures.
  • Create and maintain comprehensive files for each bid, including proposals, correspondence, attachments, and updates.
  • Update bid statuses in the ERP system based on outcomes and document reasons for closure.
  • Prepare prequalification and post-qualification requirements via Etimad and other platforms, ensuring compliance with government laws, regulations, and internal policies.
  • Generate weekly management reports detailing received requests, submitted proposals, results, and key challenges by sector.
  • Contribute to expanding the private sector client base and identifying new business opportunities.

Qualifications and Experience

  • A minimum of 2-5 years of experience in a relevant field.
  • Demonstrated ability to manage complex bidding processes.
  • Strong understanding of government and private sector tendering procedures.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, requiring active coordination with various internal departments and external entities.
