About the Role

WSP in the Middle East is seeking an experienced QA QC Manager to lead quality assurance and quality control activities. This full-time position is based in Riyadh, Saudi Arabia, and focuses on a major transport infrastructure and utilities project.

Role Purpose and Context

The QA/QC Manager will be responsible for developing, implementing, and monitoring project quality management systems. This role ensures compliance with project specifications, applicable standards, and client requirements, requiring strong expertise in quality management across infrastructure and utility projects. The position involves coordinating with clients, contractors, and project stakeholders to ensure consistent delivery of quality objectives.

Key Responsibilities

• Develop, implement, and maintain the Project Quality Management System (QMS).
• Monitor compliance with quality standards, project specifications, and contractual requirements.
• Lead quality audits, inspections, surveillance activities, and compliance reviews across the project.
• Review and approve quality documentation, including Inspection and Test Plans (ITPs), method statements, quality procedures, and reports.
• Manage non-conformance reports (NCRs), corrective actions, preventive actions, and quality improvement initiatives.
• Coordinate with supervision teams, contractors, clients, and stakeholders to ensure effective quality management implementation.
• Analyze quality trends and provide recommendations to improve project performance and compliance.
• Lead and mentor QA/QC personnel and promote a culture of continuous quality improvement.
• Prepare and present quality performance reports to senior management and clients.
• Ensure compliance with ISO 9001 and relevant local and international quality standards.

Qualifications and Experience

• Bachelor's degree in Civil Engineering or a related discipline.
• Minimum 15+ years of professional experience, including substantial experience on transport infrastructure and utilities projects.
• Proven experience working with Engineering Consultants, Supervision Consultants, PMCs, or Client-side organizations.
• Strong experience in roads, highways, transport infrastructure, utilities, drainage, wet and dry utilities, and related infrastructure works.
• Demonstrated experience managing quality systems on large-scale infrastructure developments.
• Previous Middle East/GCC project experience is highly preferred.
• Candidates with predominantly contractor, building construction, vertical development, architectural, or design consultancy backgrounds will not be considered.

Required Knowledge and Skills

• Thorough knowledge of ISO 9001 Quality Management Systems and auditing processes.
• Strong understanding of international standards, project specifications, and quality control procedures.
• Excellent communication, stakeholder management, and leadership skills.
