About the Role
Parsons Corporation is seeking a Senior Quality Control Specialist – Construction to join its team in Riyadh, Saudi Arabia. This full-time position involves representing a PIF-backed national master developer, leading owner-side quality control oversight across multiple construction packages. The specialist is accountable for ensuring that all construction activities, materials, installations, and testing comply with IFC drawings, approved shop drawings, project technical specifications, contractual quality requirements, regulatory codes, and authority standards.
Quality Control Leadership and Oversight
This role provides senior field authority, managing QC inspectors where assigned, and monitoring contractor QC performance. Key responsibilities include:
- Leading QC oversight across multiple work packages or zones.
- Establishing inspection priorities based on risk and construction sequencing.
- Ensuring contractor adherence to approved Inspection & Test Plans (ITPs).
- Intervening in cases of critical non-compliance impacting safety, cost, or schedule.
- Acting as the primary owner-side QC authority during high-risk activities and milestone inspections.
- Driving defect prevention strategies and ensuring structured reporting of quality risks to senior leadership.
Construction Inspection and Verification
The specialist will oversee and validate the inspection of various construction elements, ensuring adherence to project standards:
- Structural and concrete works, including reinforcement and embedded elements.
- Waterproofing systems and façade installations.
- Architectural finishes, infrastructure, and utilities.
- Compliance with approved materials and submittals.
- Proper sequencing and readiness before inspections.
- Adequate testing coverage and documentation traceability.
- Proper closure of hold and witness points.
Contractor QC Governance and Defect Management
This role involves comprehensive management of contractor quality control systems and defect resolution processes:
- Assessing contractor QC organizational structure and staffing adequacy.
- Reviewing contractor inspection logs and quality reports, and conducting surveillance audits of contractor QC systems.
- Identifying recurring workmanship failures and systemic weaknesses, enforcing accountability for repeated non-conformances.
- Issuing and reviewing significant Non-Conformance Reports (NCRs).
- Evaluating contractor root cause analyses and corrective action plans, leading re-inspections for major quality deviations.
- Monitoring trend data to identify recurring risks and ensuring robust defect management prior to sectional and final handover.
Pre-Handover, Risk Identification, and Knowledge Sharing
The specialist will oversee pre-handover activities, manage quality risks, and contribute to knowledge development:
- Leading pre-handover quality inspections and verifying punch list closure and readiness for client/authority inspection.
- Validating as-built documentation completeness and confirming commissioning documentation compliance (where applicable).
- Identifying emerging quality risks before impact to cost or schedule, providing structured early warning reports to the Quality Director.
- Participating in Management Review Meetings with data-driven insights and recommending preventive measures for high-risk construction activities.
- Developing and delivering periodic QC awareness sessions, mentoring QC inspectors and junior engineers, and conducting workshops on recurring defect trends.
- Supporting contractor capability improvement, promoting lessons learned dissemination, providing technical input to the Quality Training Matrix, and encouraging a proactive quality culture.
Qualifications and Experience
Candidates for this position should possess the following qualifications and experience:
- Experience on large-scale residential or mixed-use master developments.
- Developer-side or PMC experience is strongly preferred.
