The Role of Quantity Surveyor

Proger *** is seeking a Quantity Surveyor to join its team in Riyadh, Saudi Arabia. This full-time position reports to the Project Manager and is responsible for managing all aspects of cost management, quantity surveying, and related reporting. The role involves supporting senior management in estimating program budgets and handling commercial functions to ensure project delivery aligns with client expectations.

Key Responsibilities

  • Interpret contractual obligations, responsibilities, and liabilities for all parties, providing commercial advice and drafting correspondence.
  • Enhance processes for budget estimation, measurement, costing analysis, tendering procedures, program purchasing targeting, and contract document preparation.
  • Improve procurement processes, prepare tender documents, and participate in evaluation teams to recommend contract awards.
  • Manage all project costs from initial estimates to final figures, ensuring adherence to budgets and maintaining reporting systems. Prepare Project Cost Estimates and review cost analyses.
  • Prepare and monitor project cash flow forecasts, estimations, and cost control systems for internal and client purposes. Monitor all commercial information related to the project, including labor, material, and sub-contractor cost forecasting, to ensure budget adherence.
  • Identify and resolve financial and contractual risks through detailed analysis, project reports, and financial close-out documentation.
  • Draft contracts, budgets, bills of quantities, and activity schedules to meet predetermined deadlines. Forecast trends and anticipate potential problems or difficulties in meeting milestones or budgets.
  • Conduct monthly valuations of work in progress, including negotiation of contract variations and dispute resolution. Prepare, manage, and process formal documents from third-party entities, certify monthly valuations, and manage final accounts or payments. Monitor and control contract expenditures.
  • Manage commercial vetting, engage with the supply chain, and analyze quotations in liaison with the Contracts Manager. Assist the Contracts Manager in the day-to-day management and delivery of projects.
  • Delegate tasks to Quantity Surveyor staff, setting clear objectives and monitoring progress through KPIs.
  • Ensure adherence to Quality and Safety Management Systems while coordinating with engineers and stakeholders through site visits and meetings.

Qualifications and Experience

  • A minimum of 7 to 10 years of experience in quantity surveying.
  • Demonstrated expertise in cost management, financial forecasting, and contractual interpretation.
  • Experience in procurement, tendering, and supply chain management.
  • Ability to identify and resolve financial and contractual risks.
  • Strong organizational skills for documentation, deadlines, and reporting.
  • Leadership capabilities for supervising junior staff.
