About Decima International and the Role

Decima International, a professional services company specializing in project management and controls, is seeking a Safety Engineer. This full-time position is based in Riyadh, KSA, and will support mission-critical data center projects. The role focuses on ensuring the safe execution of operational activities within critical facility environments.

Role Purpose and Focus

The Safety Engineer will undertake a hands-on, project-facing role, primarily focused on procedure review, hazard identification, operational risk assessment, and regulatory compliance. A key aspect of this position involves the continuous improvement of safety documentation. The successful candidate will conduct technical and safety reviews of Standard Operating Procedures (SOPs), Emergency Operating Procedures (EOPs), and Methods of Procedure (MOPs) to ensure safe execution of operational activities across critical facility environments.

Key Responsibilities

  • Perform detailed technical and safety reviews of SOPs, MOPs, and EOPs for mission-critical data center facilities.
  • Verify procedures accurately reflect current as-built conditions, equipment configurations, operating sequences, and facility requirements.
  • Ensure procedures are technically accurate, complete, properly controlled, and free of conflicting, outdated, redundant, or ambiguous instructions.
  • Evaluate procedures for personnel hazards, operational risks, safety precautions, required controls, and potential impact on facility uptime.
  • Perform formal risk assessments and hazard analyses for planned maintenance, equipment shutdowns, electrical switching, generator operations, UPS maintenance, mechanical system maintenance, cooling system operations, utility transfers, and emergency response activities.
  • Verify compliance with applicable Saudi Arabian occupational safety regulations, client requirements, relevant NFPA guidance, OSHA principles where contractually required, and accepted international safety best practices.
  • Review implementation of LOTO, electrical safe work practices, arc flash hazard controls, PPE requirements, energized electrical work permits, confined space entry, hot work, working at heights, permit-to-work systems, and isolation verification requirements.
  • Confirm that required PPE, prerequisites, contingency steps, rollback steps, and safety controls are clearly identified before procedure execution.
  • Validate equipment identification numbers, breaker numbers, valve designations, system references, one-line diagrams, P&IDs, equipment schedules, and as-built documentation.
  • Participate in technical review meetings, safety workshops, and procedure validation discussions.
  • Provide clear recommendations to improve procedure quality, consistency, safety, and operational reliability.
  • Support standardized procedure formats, procedure governance, periodic review programs, corrective actions, and continuous improvement across multiple facilities.

Qualifications and Experience

  • Bachelor’s degree in Safety Engineering, Occupational Health and Safety, Mechanical Engineering, Electrical Engineering, Industrial Engineering, or a related technical discipline.
  • Minimum of 10 years of experience in construction safety, industrial safety, operational safety, commissioning, or facility operations.
  • Minimum of 5 years of direct experience in mission-critical facilities, industrial operations, power generation, data centers, or commissioning.
  • Minimum of 5 years of experience reviewing or developing operational procedures for complex critical facilities.
  • Demonstrated experience reviewing, developing, or approving SOPs, MOPs, and EOPs for critical facilities or complex operational environments.
  • Experience performing operational risk assessments, hazard analyses, and procedure-based safety reviews.
  • Direct experience supporting data center operations, mission-critical facilities, commissioning, quality management, or facility operations and maintenance.
  • Experience supporting mission-critical facilities within KSA or the broader Middle East region.

Required Skills and Technical Knowledge

  • Strong understanding of electrical and mechanical systems commonly found in data centers or comparable critical facilities.
  • Knowledge of LOTO, permit-to-work systems, electrical switching procedures, isolation verification, energized electrical work, PPE requirements, and operational risk management.
  • Ability to verify procedures against current drawings, one-line diagrams, P&IDs, equipment schedules, as-built documentation, and technical records.
  • Strong understanding of Saudi Arabian safety regulations, client safety requirements, relevant NFPA guidance, OSHA principles where applicable, and international safety best practices.
  • Exceptional attention to detail with the ability to identify technical, procedural, regulatory, and safety deficiencies.
  • Excellent analytical, problem-solving, documentation, written communication, and verbal communication skills.
  • Ability to work effectively with Operations, Engineering, Quality, Commissioning, EHS, contractor, consultant, and client stakeholder teams.
  • Commitment to maintaining high standards of safety, operational excellence, regulatory compliance, and reliable data center operations.

Certifications and Specialized Experience

  • Relevant professional certifications such as CSP, ASP, CHST, NEBOSH International General Certificate or Diploma, OSHA 30-Hour Construction or General Industry, NFPA 70E, Certified Energy Isolation Professional, First Aid, CPR, or AED.
  • Experience with critical electrical distribution systems, generator systems, UPS systems, chilled water systems, cooling systems, and related infrastructure.
  • Experience evaluating operational procedures for compliance with safety regulations, client requirements, and international standards.
  • Experience supporting procedure governance, audit readiness, operational readiness, safety workshops, or continuous improvement programs across multiple facilities.
