The King Salman International Airport Project

Bechtel has a long history in complex airport projects globally. Saudi Arabian Bechtel Company has been appointed to provide project management consultancy (PMC) services for the development of the King Salman International Airport in Riyadh, Kingdom of Saudi Arabia. This significant project aims to achieve a capacity of up to 120 million travelers by 2030 and 185 million travelers by 2050, alongside processing up to million tons of cargo by 2050. Bechtel's PMC services will cover three new terminals: Terminal 6, the Iconic Terminal, and the Private Aviation Terminal.

Role Summary

Bechtel is seeking a Security/Access Control Manager to join the project team in Riyadh. In this full-time role, you will be accountable for supervising and managing the work of the customer's designers and contractors in the delivery of design for the airport terminal buildings' Security and Access Control systems. This encompasses various critical systems, including access control, intruder detection, surveillance, and operational control center systems, as well as ownership of the terminal buildings' key suiting program. The role involves preparing estimates, work plans, and progress reports, and assisting with tender processes, evaluations, and award recommendations for relevant contractors. You will coordinate and collaborate with multiple internal teams, such as Terminal Delivery, Stakeholder Management, Contracts & Procurement, and Start-up/Commissioning, to ensure project outcomes align with customer and project requirements.

Key Responsibilities

• Supervise and manage customer's designers and contractors in the delivery of Security and Access Control systems design for terminal buildings.
• Review technical submissions from designers and contractors pertaining to Security and Access Control systems.
• Support Contracts & Procurement activities by delivering design documentation, conducting post-tender technical evaluations, and providing award recommendations.
• Monitor and report on the progress and performance of customer's designers and contractors.
• Coordinate with the Stakeholder Management team to ensure timely acquisition of all necessary permits and approvals throughout the project lifecycle.
• Provide support to Construction & Quality teams during the execution of works related to Security and Access Control systems, including resolving Requests for Information (RFIs), field change requests, non-conformance reports, and work inspection requests.
• Support vendor factory testing and inspections for Security and Access Control systems.
• Collaborate with the Start-Up/Commissioning team from the project outset to ensure start-up, commissioning, and handover requirements are integrated early in the design process, and support testing and commissioning activities during execution.
• Coordinate Security and Access Control systems design with other project disciplines, and review project design criteria, vendor submissions, construction inspection records, and start-up test reports.
• Ensure Security and Access Control systems design integration across multiple contracts, work packages, and stakeholders.
• Act as the subject matter expert and accountable person for the delivery of Security and Access Control systems engineering documentation, including presentations and reports, liaising with customer representatives as required.
• Conduct audits, prepare reports, and present findings regarding compliance of designers, contractors, stakeholders, and project teams with engineering processes and policies.
• Support the production of verification packages to facilitate the turnover of completed Security and Access Control systems and facilities.

Required Experience and Qualifications

Candidates for this position should possess 5 to 10 years of relevant experience in security and access control systems management, preferably within large-scale infrastructure or airport projects. A strong understanding of design supervision, contractor management, technical review processes, and inter-disciplinary coordination is essential for success in this role.
