About the Role
Parsons Corporation is seeking a Senior Director: Mobility Planner to join our team in Riyadh, Saudi Arabia. This full-time executive-level position is integral to a landmark giga-project, contributing to the Kingdom's Vision 2030 by shaping world-class assets and infrastructure. The role requires extensive distinguished leadership experience, with a minimum of 10 years in a relevant field.
Role Purpose and Scope
The Senior Director: Mobility Planner serves as the ultimate technical, operational, and strategic authority for the end-to-end planning, efficiency, and daily management of the city’s multi-modal mobility network. This position oversees the live operations of the entire transportation ecosystem, including public transit systems, autonomous shuttle corridors, active mobility trails, parking networks, micro-mobility, and intelligent traffic management systems. Sitting within the Operations & Maintenance (O&M) division, the role focuses on maximizing network throughput, minimizing congestion, deploying next-generation smart-city mobility technologies, and ensuring safe, seamless, and sustainable journeys for millions of annual residents and visitors.
Core Responsibilities
- Direct daily operations, transit scheduling, and fleet management for all public and private transportation systems, including buses, light rail/monorail, micro-mobility, and autonomous mass transit networks.
- Oversee the strategic implementation of active mobility frameworks, managing pedestrian corridors, bike networks, and scooter-sharing infrastructure to ensure connectivity between major city hubs and entertainment districts.
- Serve as the principal authority for high-footfall event transport planning, designing mega-crowd traffic diversion models, park-and-ride strategies, and flexible transit surges for peak visitor loads.
- Formulate emergency transportation plans, network redundancy routes, and incident-response protocols to maintain mobility during grid failures or civil emergencies.
- Direct the operational deployment and tuning of Intelligent Transportation Systems (ITS), including adaptive traffic signals, automated speed enforcement, and real-time transit information displays.
- Partner with the digital city operations hub to leverage real-time traffic flow telemetry, predictive AI congestion mapping, and IoT sensor loops for city-wide vehicle movement optimization.
- Act as the technical authority for smart car parks, integrating automated parking guidance systems (PGS), automated billing, license plate recognition (LPR), and electric vehicle (EV) charging grids with the broader mobility network.
- Translate multi-modal usage logs, public transit ticketing data, and shared mobility fees into automated financial models for corporate finance teams.
- Provide the Service Charge Director with audited transit-wear metrics to ensure equitable infrastructure cross-charging for commercial zones, theme parks, and venues.
- Collaborate with the Asset Lifecycle Planning (LCP) division to map out multi-decade Capital Asset Replacement Plans (CARP) for core mobility infrastructure.
- Partner with the SAP-EAMS team to ensure every vehicle, charging dock, traffic sensor, and transit station is assigned a digital ID for data-driven, predictive maintenance scheduling.
- Serve as the primary mobility gatekeeper on the Stage-Gate Handover Committee, auditing traffic impact assessments (TIAs) and multi-modal readiness before new transit corridors or roads transition into live city operations.
- Formulate rigorous testing and commissioning verification rules for all transit fleets and smart ITS software networks prior to full operational adoption from builders and vendors.
Qualifications and Experience
- A minimum of 10 years of experience in mobility planning, transportation operations, or a related field.
- Demonstrated distinguished leadership experience in managing complex, multi-modal transportation networks.
- Proven expertise in intelligent transportation systems, traffic engineering, and smart city mobility technologies.
