KBR is expanding its Project Management Office (PMO) Consultancy team for a significant infrastructure development in Riyadh, KSA. This full-time PMO project role will be based in the Client’s offices in Riyadh.
The Role of Senior Handover Manager
The Senior Handover Manager is responsible for coordinating with Project Management Consultants (PMCs) and contractors to plan, lead, and progress acceptance testing and handover regimes. This role culminates in the transfer of completed assets to End-users, Operators, and Maintainers, ensuring a safe, efficient, and compliant system handover from Construction to Operations.
The position provides technical leadership during final acceptance testing and handover phases, verifying that assets and systems are tested, commissioned, and integrated according to project specifications, operational requirements, HSE standards, and Client expectations. This role serves as the central point of contact between Engineering, Construction, Commissioning, Operations, Vendors, and Client representatives throughout project execution.
Key Handover and Commissioning Responsibilities
- Commissioning Leadership: Lead coordination among Client, Authorities, PMCs, and contractors for systems including Fire and Life Safety (FLS), mechanical, electrical, and plumbing commissioning activities from final acceptance testing and handover. Develop and implement handover strategies, execution plans, procedures, and schedules. Coordinate multidisciplinary commissioning activities to ensure seamless system handover and achieve handover targets and project milestones safely and efficiently.
- Pre-Commissioning Management: Coordinate handover activities with End-users and Authorities, including Mechanical Completion Verification and readiness for commissioning and start-up activities. Ensure effective management of punch list identification and closure processes.
- System Acceptance: Coordinate final acceptance activities for FLS, Utility Piping Systems, Mechanical Packages, Firewater Systems, and HVAC Mechanical Systems.
- Start-Up and Operational Readiness: Coordinate system energization and start-up activities. Develop commissioning sequences and start-up procedures. Coordinate operational readiness reviews and support performance testing and system acceptance activities. Ensure all systems meet design intent and operational requirements, facilitating smooth transfer of facilities to Operations.
- Mechanical Completion & Handover: Manage Mechanical Completion (MC) activities and certification processes. Review and verify system completion dossiers. Ensure timely closure of punch items and deficiencies. Coordinate turnover packages and handover documentation. Facilitate Final Acceptance and project close-out activities between the Client and Authorities.
Stakeholder Interface and Issue Management
- Coordinate with Client, Authorities, Engineering, Construction, QA/QC, Operations, HSE, and Vendors.
- Participate in commissioning meetings, readiness reviews, and management progress sessions.
- Interface with package vendors during testing, start-up, and troubleshooting activities.
- Resolve technical issues impacting commissioning schedules, system performance, and handover to Authorities and End-users/Maintenance and Operations representatives.
HSE and Quality Assurance Oversight
- HSE Responsibilities: Ensure all handover activities comply with project HSE requirements and company procedures. Lead handover risk assessments, operations reviews, and Job Safety Analysis (JSA) activities. Ensure proper implementation of Permit-to-Work (PTW) systems and promote a strong safety culture during commissioning, start-up, and handover phases. Participate in incident investigations and implementation of corrective actions.
- Quality Assurance: Verify compliance with project specifications, commissioning procedures, and industry standards. Review test records, commissioning reports, and completion documentation. Ensure proper documentation of commissioning results, system performance, and handover phases. Support quality audits and inspections by the Client and Authorities. Ensure accurate as-built and turnover records are maintained.
Required Experience
- A minimum of 10 years of experience in a relevant field.
