Senior HSE Engineer

About the Role

Astek Middle East is seeking a Senior HSE Engineer to support the implementation, monitoring, and continuous improvement of health, safety, and environmental standards. This full-time position is based in Riyadh, Saudi Arabia, and involves working across project sites and operational activities.

Role Context and Scope

The Senior HSE Engineer will provide essential HSE engineering expertise for projects related to energy efficiency, building retrofit, construction, and maintenance. The role requires close collaboration with project managers, engineers, contractors, consultants, and site teams to identify risks, ensure regulatory compliance, and foster a strong safety culture throughout project execution.

Key Responsibilities

• Provide HSE engineering support across project sites, construction activities, building retrofit, maintenance, and related operations.
• Conduct regular HSE inspections and site assessments to identify hazards, unsafe conditions, and areas for improvement.
• Monitor contractor and workforce compliance with HSE policies, procedures, approved method statements, and safe work practices.
• Conduct and review risk assessments, Job Safety Analyses (JSA), and hazard identification activities.
• Investigate incidents, near-misses, and unsafe conditions, including root cause analysis and corrective action recommendations.
• Lead and deliver HSE inductions, toolbox talks, safety briefings, and awareness sessions for project personnel and contractors.
• Monitor the implementation of corrective and preventive actions resulting from inspections, audits, and incident investigations.
• Maintain and review HSE documentation, inspection reports, incident records, risk assessments, and compliance registers.
• Ensure compliance with applicable Saudi regulations, project HSE requirements, and relevant international standards.
• Support the implementation and continuous improvement of HSE management systems across projects.
• Coordinate with project teams, contractors, and other stakeholders to address HSE issues and maintain safe working environments.
• Prepare regular HSE reports, performance summaries, and recommendations for project management.

Qualifications and Experience

• Candidates should possess 3+ years of relevant experience in HSE.
• Strong technical knowledge in health, safety, and environmental engineering is required.
• Ability to take ownership of HSE activities across various project sites.
