About the Senior Program Manager Role

Amazon Saudi Arabia (ex-Souq) is expanding its presence in the Kingdom of Saudi Arabia, aligning with Saudi Vision 2030's goals for economic diversification, digital transformation, and local talent development. The MENAT Strategic Initiatives team drives cross-region programs in the Middle East, North Africa, and Turkey to accelerate cloud adoption, deepen customer engagement, and create measurable market impact. We are seeking a full-time Senior Program Manager based in Riyadh, KSA, who is comfortable with ambiguity and can operate independently across multiple workstreams. This role involves daily interaction with senior leadership (Directors, VPs) and external stakeholders (C-suite customers, government officials, partners), driving shared outcomes across various teams through influence and accountability.

Key Responsibilities

  • Define program scope, milestones, success metrics, and delivery timelines for cross-region initiatives with a focus on KSA market priorities.
  • Build and maintain program plans and governance frameworks that keep complex programs on track, driving end-to-end delivery from ideation through launch, iteration, and scale.
  • Proactively identify risks and blockers, escalate early, and propose mitigation paths.
  • Coordinate with local KSA stakeholders, government entities, and regulatory bodies to ensure program compliance and alignment with national priorities.
  • Engage with senior internal leaders and external executives, including Saudi government officials and C-suite customers, to drive alignment on priorities and resources.
  • Navigate matrixed organizations to build consensus and secure commitments without direct authority, serving as the connective tissue between sales, professional services, partner, marketing, and public sector teams.
  • Facilitate leadership reporting by producing crisp, data-driven status updates, dashboards, and narrative documents (*, weekly business reviews, MBRs, QBRs).
  • Translate complex program details into clear executive summaries appropriate for VP-level and above, documenting decisions, action items, and driving accountability.
  • Establish scalable mechanisms such as cadences, templates, tooling, and reporting frameworks that increase team velocity.
  • Manage budgets, vendor relationships, and procurement processes where applicable, and analyze data to surface insights and drive decisions.
  • Continuously improve processes through retrospectives, automation, and simplification, and support Saudization targets by identifying opportunities for local talent development.
  • Coordinate multi-stakeholder events, conferences, and campaigns (virtual and in-person) from planning through post-event analysis, with emphasis on KSA-based activations.

A Day in the Role

The primary focus of this role is to ensure strategic programs move forward effectively. Daily activities may include running kick-offs for cross-regional initiatives, updating timelines following scope changes, triaging requests, facilitating business reviews with senior leadership, or aligning with government stakeholders. The Senior Program Manager will collaborate closely with sales leaders, solutions architects, partner managers, marketing, and public sector teams. Additionally, this role involves contributing to the improvement of team operations by building new workflows, streamlining intake processes, or establishing collaboration mechanisms. The position requires navigating a multicultural environment and working across time zones with regional and global teams.

Basic Qualifications

  • 5+ years of technical product or program management experience.
  • 7+ years of experience working directly with engineering teams.
  • 5+ years of technical program management experience working directly with software engineering teams.
  • Experience managing programs across cross-functional teams, building processes, and coordinating release schedules.
  • Proven written and verbal communication skills for technical and non-technical audiences, including senior leadership.
  • Experience in building financial and operational reports/data sets that inform business decision-making, or communicating results to senior leadership.
  • Experience communicating complex information and solutions to senior stakeholders and influencing decisions, or using financial models, KPIs, and data analysis to support business decisions.
  • Experience working in a fast-paced and ambiguous environment.
  • Proficiency in English-language communication skills, both written and verbal.

Preferred Qualifications

  • Experience defining KPIs/SLAs used to drive multi-million dollar businesses and reporting to senior leadership.
  • Fluency in Arabic (speaking, writing, and reading).
  • AWS certification (*, AWS Solutions Architect) or a similar cloud certification, or an Associate's degree or above.
  • AWS AI Practitioner certification or demonstrated experience with AI/ML concepts.
  • PMP, PgMP, PRINCE2, or equivalent program management certification.
