About the Role

WSP in the Middle East is seeking a Senior Project Controls Manager to provide strategic leadership and oversight for a major high-rise development in Riyadh. This full-time position requires a minimum of 10 years of experience and involves establishing and managing comprehensive project controls functions across all project phases.

Project Controls Leadership and Strategy

The Senior Project Controls Manager will lead all project controls activities throughout the project lifecycle, from post-concept design through procurement, construction, commissioning, and handover. This includes developing and implementing the Project Controls Management Plan, procedures, and governance framework. The role involves providing strategic advice to the Project Director and Client on project performance, risks, and opportunities, and leading and mentoring planning, cost control, reporting, and risk management teams.

Key Responsibilities

• Establishing and maintaining the integrated project master program, including design, procurement, construction, and commissioning.
• Reviewing and approving contractor and consultant schedules, methodologies, and recovery plans.
• Conducting critical path analysis and schedule risk assessments, and monitoring progress against baselines.
• Leading project cost control, budgeting, forecasting, and cash flow management, and establishing cost reporting systems.
• Monitoring commitments, expenditures, change requests, and forecasted project costs, and supporting commercial teams on valuations and claims.
• Establishing and maintaining project risk management processes and registers, and facilitating risk workshops.
• Leading schedule and cost impact assessments for changes and variations, and ensuring proper change control governance.
• Developing executive dashboards, KPIs, and performance reporting frameworks, and presenting project performance to senior stakeholders.
• Utilizing Earned Value Management (EVM) and performance analytics to monitor project delivery.
• Providing project controls input into claims evaluation and extension-of-time assessments.
• Acting as the primary project controls interface with the Client, designers, contractors, and key stakeholders.
• Driving the implementation of project controls technologies and digital reporting tools, including Primavera P6 and Power BI.

Qualifications and Experience

• Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, Project Management, or a related discipline. A Master's Degree is preferred.
• Professional certifications such as PMP, PSP, CCP, MRICS, or equivalent are highly desirable.
• A minimum of 18–20 years of project controls experience on large-scale building and infrastructure projects.
• A minimum of 8 years in a Senior Project Controls Manager or equivalent leadership role.
• Proven PMC/consultancy experience on large-scale mixed-use, commercial, hospitality, or high-rise developments.
• Strong experience across design, procurement, construction, testing, commissioning, and handover phases.
• Previous experience in Saudi Arabia and the GCC is highly preferred.
• Experience working on projects delivered in accordance with RIBA stages and international project management standards.
• Advanced knowledge of Primavera P6 and project scheduling techniques.
• Strong expertise in cost management, forecasting, budgeting, and project analytics.
• Experience with Power BI, reporting systems, and digital project controls solutions.
• Strong understanding of risk management methodologies.
• Working knowledge of FIDIC contracts, claims, and dispute resolution processes.
• Proficiency in Earned Value Management (EVM) and project performance measurement.
