About the Role

Noon Academy is seeking a Senior Project Manager - Facilities Expansions to join its team in Riyadh. This full-time role involves leading and managing the end-to-end execution of facilities expansion and engineering projects, from initial site assessment through to final handover. The successful candidate will ensure projects are delivered on time, within budget, and to high standards, supporting the creation of excellent learning environments.

The Senior Project Manager will own the entire project lifecycle, encompassing planning, procurement, construction, commissioning, and handover. This role requires cross-functional collaboration with academic leaders, operations, design teams, external consultants, and contractors, with responsibility for driving schedules, cost control, risk management, and quality assurance in complex and dynamic settings.

Key Responsibilities

  • Lead the delivery of facilities expansion projects, including new builds, extensions, refurbishments, and specialist learning space fit-outs, from feasibility to handover.
  • Develop and maintain integrated project plans, budgets, risk registers, and milestone tracking, ensuring robust reporting to senior stakeholders.
  • Manage procurement and contract administration for consultants and contractors, adhering to procurement policies and best practices.
  • Coordinate multidisciplinary teams, including architects, engineers, MEP, AV/IT, and specialist suppliers, to translate educational requirements into built outcomes.
  • Drive site-based project management, including programme management, site supervision, quality control, health & safety compliance, and statutory approvals.
  • Implement effective quality assurance and commissioning processes to ensure completed works meet functional, technical, and safety standards.
  • Manage stakeholder engagement with school leaders, operations, finance, and external authorities to align project delivery with operational needs and academic calendars.
  • Provide mentorship and line management to project team members and contribute to the continuous improvement of project delivery frameworks and templates.

Required Qualifications and Experience

  • A minimum of 7 years of relevant experience managing design and construction projects, with responsibility for budgets, programmes, and procurement.
  • Proven track record in delivering complex facilities projects (new build and refurbishments) valued at £2m+ or equivalent international projects.
  • Chartered or professionally recognised qualification in construction, engineering, project management, or a related discipline (*, MRICS, CEng, PMP, CIOB).
  • Strong commercial acumen and experience in contract administration (NEC, JCT, FIDIC, or equivalent).
  • Excellent stakeholder management and communication skills, with the ability to present effectively to senior leadership and external authorities.
  • Demonstrable experience in site-based project management, health & safety compliance, and quality assurance processes.

  • Experience delivering projects within the education sector or other client-facing environments where minimising disruption to operations is critical.
  • Familiarity with sustainable design principles, such as BREEAM or LEED.
  • Experience working in the Middle East or with regional statutory authorities and local supply chains.

Work Environment and Travel

This is a full-time position requiring availability Sunday to Thursday (GMT +3) for coordination with regional teams and project sites. The role requires the right to work in relevant locations and the ability to travel regularly to project sites, with regional travel potentially required.

This role is suited for experienced senior project managers or construction leads who have managed multi-million-pound projects and wish to apply their skills to create outstanding educational facilities. It is not suitable for individuals who prefer purely office-based or purely design-only roles without responsibility for on-site delivery and stakeholder coordination.
