About the Role

Parsons Corporation is seeking a Senior QA/QC Engineer to join its team in Riyadh, Saudi Arabia. This full-time position provides senior-level, site-based civil quality control oversight for a PIF-backed national master developer across assigned construction zones or packages.

Role Purpose and Compliance

The Senior QA/QC Engineer is responsible for verifying that civil works are executed in full compliance with IFC drawings, approved shop drawings, project technical specifications, contractual requirements, and Saudi codes and authority standards. This role offers hands-on civil inspection leadership, supports package-level QA/QC governance, and ensures contractor compliance through structured site surveillance, defect prevention, and documented verification. The position is execution-focused and site-intensive, with a strong emphasis on civil construction quality.

Core Civil Inspection Responsibilities

  • Conduct and lead inspections of civil works, including earthworks, subgrade preparation, foundations, footing works, reinforcement installation, and concrete works (pre-pour, during pour, post-pour).
  • Inspect structural elements, retaining structures, infrastructure works (stormwater, drainage, utilities), roadworks, pavements, external works, and hardscape.
  • Support the implementation of approved Inspection and Test Plans (ITPs) for civil works and review civil method statements prior to execution.
  • Verify contractor QC inspection reports and daily logs, and witness field testing activities such as soil compaction, concrete slump, and cube sampling.
  • Validate third-party laboratory testing compliance and ensure the calibration status of site testing equipment.
  • Provide technical clarification support to site teams as required, ensuring compliance with IFC drawings and specifications.

Quality Assurance and Defect Management

  • Identify high-risk civil activities prior to execution and recommend preventive inspection strategies, supporting early warning reporting of quality risks.
  • Promote a defect prevention culture within contractor teams.
  • Raise Non-Conformance Reports (NCRs) for civil non-conformances, review contractor root cause analysis and corrective actions, and conduct re-inspections prior to NCR closure.
  • Monitor recurring civil defect trends (*, honeycombing, cracking, compaction failures) and support defect clearance during sectional and final handover.
  • Participate in civil pre-handover inspections, verify the closure of punch list items, and review civil-related as-built drawings.

Training and Contractor Oversight

  • Conduct toolbox talks on common civil workmanship failures and share lessons learned related to structural and infrastructure works.
  • Mentor junior civil inspectors and provide feedback to contractor civil teams on recurring issues.
  • Support quality awareness sessions related to specifications and inspection tolerances.
  • Perform routine and unannounced surveillance inspections to identify workmanship deficiencies early.
  • Assess the adequacy of contractor civil QC personnel and enforce adherence to approved procedures and inspection sequences.
  • Escalate repeated non-compliance to the Project Quality Manager.

Qualifications and Experience

  • A minimum of 5 to 10 years of relevant experience in civil quality control and assurance within construction projects.
  • Demonstrated ability to ensure proper closure of hold and witness points, adequate material traceability, and inspection readiness prior to approvals.
  • Proficiency in confirming test records and inspection documentation completeness, and ensuring proper EDMS uploading (*, Aconex) for traceability.
