About ECEC and the Role

ECEC East Consulting Engineering Company, a leading engineering consultancy firm recognized for its innovative solutions and commitment to excellence, is seeking a highly skilled Senior Quantity Surveyor. This full-time position is based in Riyadh and is integral to delivering high-quality projects across both government and private sectors, encompassing Design Engineering Services, Construction Supervision, and Project Management.

Role Overview

The Senior Quantity Surveyor will be responsible for comprehensive quantity management, cost control, and contractual compliance throughout project lifecycles. This involves meticulous estimation, payment processing, variation assessment, and ensuring financial integrity for construction supervision and project management services.

Key Responsibilities

  • Estimate quantities based on Approved for Construction drawings, incorporating actual onsite changes as per site conditions.
  • Coordinate with the site construction team and Engineering department to finalize and certify actual physical work done at site to facilitate subcontractor payments.
  • Review the scope of work, project Preamble, Drawings, and Specifications.
  • Ensure quantity take-off by the QS Team adheres to company standards and project requirements, and that scheduled scope is available in the system for monitoring.
  • Monitor field design changes as per site conditions and STQ, and process Subcontractor work payments.
  • Monitor the quantity of material received, issued, and used at site by subcontractors to facilitate weekly progress.
  • Evaluate Site Instructions with Planned cost in comparison to the original approved contract scope of work, identify differences in scope, finalize the site instruction with Planned cost, and submit through Cost Control for Company approval.
  • Ensure subcontractors submit new prices if an activity is not included in original scope of works, and subsequently process the new price for evaluation and management approval.
  • Assess Change Work Orders and Variations (Subcontractor and Client) in line with the Contract of Agreement.
  • Monitor the flow of payments to subcontractors against budget quantities and actual progress done.
  • Evaluate Progress Measurement submitted by Subcontractor QS and generate reports for the Company’s Main system for progress Measurement and Accounting.
  • Review and assess complex and high-risk scopes of work for possible Value Engineering.
  • Monitor weekly man-hours spent against budget man-hours.
  • Propose a Tagging system for new items with corresponding activities for proper identification and monitoring.
  • Review Tender Documents and Client requirements.
  • Evaluate Material Specification and Prices of Vendors/Subcontractors against Project Specifications.
  • Monitor projects with respect to budgeted cost, demand forecasts, and time over-runs to ensure timely execution.
  • Analyze feasibility reports of various projects to locate bottlenecks for timely completion.
  • Coordinate technical and commercial meetings with clients and subcontractors.
  • Conduct joint surveys with both parties during site visits to check actual work done and ensure Progress Measurement is aligned with the Finalized Weekly Progress Percentage.
  • Perform extra item rate analysis, certification, and approvals for payments.
  • Prepare deviation and variation statements for final payments of the Contractors.
  • Implement processes with periodic reviews and recommendations for process improvement for business effectiveness.

Qualifications and Experience

  • Minimum of 10 years of experience in Quantity Surveying.

Key Competencies

  • Strong analytical and estimation skills for quantity take-off, cost analysis, and variation assessment.
  • Proficiency in contract administration and understanding of contractual agreements.
  • Excellent coordination and communication abilities for liaising with site teams, engineering departments, clients, and subcontractors.
  • Ability to implement and improve processes for business effectiveness and project monitoring.
  • Meticulous attention to detail in reviewing documents, specifications, and progress measurements.
