Senior Systems Engineer SCADA Expertise and OCC

About the Role

Parsons Corporation is seeking a Senior Systems Engineer with expertise in SCADA and Operations Control Center (OCC) systems. This full-time position is based in Riyadh, Saudi Arabia, and requires a professional with over 10 years of relevant experience. The role involves critical oversight and technical contributions to system design, implementation, and operational readiness.

Key Responsibilities

• Prepare rules and procedures for Operations and CBTC systems and their regulation.
• Manage requirements, including refinement and traceability.
• Analyze system performance and evaluate design options and specifications.
• Develop safety and operational concepts.
• Lead design reviews of SCADA, MMIS, and related sub-systems, with a specific focus on the SCADA design submitted by the Design & Build Contractor, from an operational and maintenance perspective.
• Develop test cases for the commissioning and acceptance phases of the SCADA system.
• Review and approve the operational safety case.
• Review OCC layout in accordance with task analysis.
• Verify contract and supplier specifications against project requirements.
• Review Factory Acceptance Test Procedures and Plans to ensure contract compliance.
• Conduct meetings with design and build contractors and suppliers to ensure compliance and manage changes within scope.
• Facilitate and participate in the Factory Acceptance Test of the SCADA system.
• Prepare reports, requests for information, and clarification letters for the client.
• Utilize EDMS Systems (Aconex, PCM) for document control and contractor submittals.
• Assist other Systems Team Members with subsystems that interface with SCADA.
• Support the preparation of Emergency Response Plans.
• Provide training to Junior Engineers, including Saudi Nationals.

Qualifications and Experience

• A minimum of 10 years of experience in systems engineering, with a strong focus on SCADA and OCC.
• Demonstrated expertise in SCADA system design, review, and acceptance processes.
• Experience with requirements management and system performance analysis.
• Proficiency in reviewing operational safety cases and OCC layouts.
• Familiarity with Factory Acceptance Test procedures and contract compliance.
• Experience with Electronic Document Management Systems (EDMS) such as Aconex or PCM.
