Senior Testing & Commissioning Engineer

About the Role

Hill International (KSA) is seeking a Senior Testing & Commissioning Engineer to join their team in Riyadh, Riyadh Province. This full-time role involves leading and managing all testing and commissioning activities for large-scale projects, ensuring successful integration, validation, and handover of project systems in accordance with client requirements and project standards. The successful candidate will supervise a team of engineers and coordinate with various stakeholders to ensure smooth execution and timely project delivery.

Key Responsibilities

• Manage the integration and validation activities of contractors, including the validation of all Test and Commissioning plans and procedures.
• Lead, direct, and supervise a team of discipline engineers in the preparation and execution of commissioning activities.
• Assume responsibility for the completion of implementation in conformance with client needs and project standards.
• Plan, organize, and supervise works to ensure all activities are performed within project schedule parameters.
• Liaise with the Systems Engineering team for engineering support and control.
• Coordinate with the Operator, Civil Defense, EXPRO, and other third parties regarding all necessary testing and commissioning requirements.
• Ensure all testing and commissioning works are comprehensive and discussed with stakeholders for optimal implementation.
• Approve testing and commissioning works.
• Participate in negotiations with regulatory agencies in public meetings with the client.
• Initiate risk assessments of testing and commissioning works, review and endorse results, and recommend mitigation actions.
• Attend final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates.
• Coordinate all activities for the successful commissioning of projects within schedules and contractual requirements.
• Oversee coordination between Client, Contractor, vendors, Engineering, sub-contractors, and other agencies to ensure smooth commissioning.
• Review calibration of testing equipment on site.
• Review testing and commissioning plans submitted by the Contractor to ensure compliance with operational requirements.
• Prepare Testing & Commissioning reports and documentation.
• Ensure completion of training for maintenance and operative staff, O&M manuals, spare parts, and as-built drawings.
• Ensure continuous compliance with Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.
• Perform other duties as assigned by the line manager/supervisor.

Qualifications and Requirements

• Minimum of 15 years of experience in large-scale projects.
• Extensive knowledge of all phases of construction operations related to field activities of engineering disciplines, construction technologies, and jobsite management.
• Proven experience in implementing a zero-accident philosophy.
• Comprehensive knowledge of health, safety, and environmental policies, processes, and procedures.
• Familiarity with Project Construction Environmental Control Plans.
• Excellent knowledge of Water and Wastewater works.

Work Environment

This role is based in Riyadh, Saudi Arabia, and operates on a full-time basis. The position requires close coordination with diverse teams and external agencies to ensure project success.
