Senior Testing and Commissioning Engineer

About the Role

Hill International, Inc. is seeking a Senior Testing and Commissioning Engineer to join their team in Al Qasim, Saudi Arabia. This full-time role involves leading and overseeing all testing and commissioning activities for projects, ensuring compliance with client needs and project standards. The successful candidate will be responsible for managing integration and validation, leading a team of engineers, and coordinating with various stakeholders.

Key Responsibilities

• Manage the integration and validation activities of contractors, including the validation of all Test and Commissioning plans and procedures.
• Lead, direct, and supervise a team of discipline engineers in the preparation and execution of commissioning work.
• Assume responsibility for the completion of implementation in conformance with client needs and project standards.
• Plan, organize, and supervise works to ensure all activities are performed within project schedule parameters.
• Liaise with the Systems Engineering team for engineering support and control.
• Coordinate with the Operator, Civil Defense, EXPRO, and other third parties regarding all necessary testing and commissioning requirements.
• Ensure all testing and commissioning works are comprehensive and discussed with stakeholders for optimal implementation.
• Approve testing and commissioning works.
• Participate in negotiations with regulatory agencies in public meetings with the client.
• Initiate risk assessment of testing and commissioning works, review and endorse results, and recommend actions for risk mitigation.
• Attend final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates.
• Coordinate all activities for the successful commissioning of projects within schedules and contractual requirements.
• Oversee coordination between the Client, Contractor, vendors, Engineering, sub-contractors, and other agencies to ensure smooth commissioning.
• Review calibration of testing equipment on site.
• Review testing and commissioning plans submitted by the Contractor to ensure compliance with operational requirements.
• Write Testing & Commissioning reports and documentation.
• Ensure completion of training for maintenance and operative staff, O&M manuals, spare parts, and as-built drawings.

Compliance and Quality Assurance

The Senior Testing and Commissioning Engineer will be responsible for informing themselves of relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International, ensuring continued compliance with these requirements throughout their employment.

Qualifications and Experience

• A minimum of 10 years of experience in testing and commissioning roles.
• Demonstrated ability to lead and supervise a team of engineers.
• Strong understanding of project standards and client requirements.
• Experience in managing integration and validation activities.

Work Environment

This is a full-time position based in Al Qasim, Saudi Arabia, requiring active coordination with various internal and external stakeholders to ensure project success.
