Senior Testing & Commissioning Engineer

About the Role

Hill International, Inc. is seeking a Senior Testing & Commissioning Engineer to join their team in Riyadh, Saudi Arabia. This full-time role involves leading and managing all testing and commissioning activities for projects, ensuring successful integration, validation, and handover of project systems in alignment with client requirements and project standards.

Key Responsibilities

• Lead, direct, and supervise a team of discipline engineers in the preparation and execution of commissioning activities.
• Manage the integration and validation activities of contractors, including the validation of all test and commissioning plans and procedures.
• Assume responsibility for the completion of project implementation in conformance with client needs and project standards.
• Plan, organize, and supervise works to ensure all activities are performed within project schedule parameters.
• Liaise with the Systems Engineering team for engineering support and control.
• Coordinate with the Operator, Civil Defense, EXPRO, and other third parties regarding all necessary testing and commissioning requirements.
• Ensure all testing and commissioning works are comprehensive and discussed with stakeholders for optimal implementation.
• Approve testing and commissioning works.
• Participate in negotiations with regulatory agencies in public meetings with the client.
• Initiate risk assessments for testing and commissioning works, review and endorse results, and recommend mitigation actions.
• Attend final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates.
• Coordinate all activities for successful project commissioning within schedules and contractual requirements, overseeing coordination among all stakeholders.
• Review calibration of testing equipment on site.
• Review testing and commissioning plans submitted by contractors to ensure compliance with operational requirements.
• Write Testing & Commissioning reports and documentation.
• Ensure completion of training for maintenance and operative staff, O&M manuals, spare parts, and as-built drawings.
• Ensure compliance with Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.
• Perform other duties as assigned by the line manager/supervisor.

Qualifications and Experience

• A minimum of 10 years of experience in testing and commissioning roles.
• Demonstrated ability to lead and manage testing and commissioning activities for complex projects.
• Strong understanding of project standards, client requirements, and regulatory compliance.
