alfanar Group is seeking a SR.MANAGER, TENDER to join their team in Riyadh. This is a full-time position for a professional with over 10 years of experience in tender management, specifically within civil construction and EPC projects.

Role Purpose

The SR.MANAGER, TENDER will lead and manage the complete tendering process for civil construction and EPC projects. The primary objective is to ensure the submission of technically compliant, commercially competitive, and risk-adjusted bids, with a strong focus on the Saudi Arabian market. This role encompasses tender strategy, cost estimation, proposal development, contract review, and stakeholder coordination.

Key Responsibilities

• Lead the entire tendering lifecycle, from initial tender review and bid/no-bid assessment through proposal preparation, approval, and submission.
• Review tender documents, specifications, scope of work, Bills of Quantities (BOQs), drawings, and contractual requirements.
• Coordinate the preparation and finalization of technical and commercial proposals in collaboration with engineering, procurement, finance, legal, and other relevant departments.
• Ensure all submissions meet client requirements, tender deadlines, company procedures, and applicable standards.
• Lead BOQ analysis, cost estimation, pricing strategy, and the preparation of detailed tender cost breakdowns.
• Obtain and evaluate supplier and subcontractor quotations to ensure competitive pricing and alignment with the project scope.
• Review contractual terms and conditions, identify commercial exposures, and recommend appropriate qualifications or deviations.
• Participate in commercial negotiations, claims reviews, change orders, and contractual clarifications.

Qualifications and Experience

• A minimum of 18 years of experience in tender management for civil construction and EPC projects.
• Demonstrated experience in leading end-to-end tendering processes.
• Strong understanding of the Saudi Arabian market.
