Technical Manager

About the Role

El Seif Operation and Maintenance is seeking a Technical Manager to oversee technical operations across project sites in Riyadh, Saudi Arabia. This full-time role involves ensuring that maintenance activities meet contractual and statutory requirements, as well as approved technical standards. The Technical Manager will provide essential technical guidance to regional teams and resolve complex technical issues.

Key Responsibilities

• Provide technical guidance to Regional Managers and Engineering Teams on complex maintenance issues and technical decisions.
• Review technical issues escalated from sites and coordinate practical solutions.
• Follow up on client technical concerns with regional teams until resolution and documented closure.
• Identify recurring technical failures and recommend corrective and preventive measures.
• Prepare or review scopes of work, technical requirements, cost estimates, and technical evaluations for additional works.
• Verify that proposed solutions meet site needs, contractual requirements, and applicable standards.
• Monitor the technical performance of specialist subcontractors, reviewing planned preventive maintenance (PPM), corrective maintenance (CM), and service reports.
• Conduct planned and random technical inspections, verifying maintenance activities against contract requirements and technical standards.
• Maintain a consolidated tracker of technical issues, inspection findings, and outstanding actions.
• Prepare periodic reports covering technical performance, recurring issues, and subcontractor performance.

Performance Measures

Success in this role will be measured by several key indicators, including the timely resolution and closure of technical issues, compliance with contractual and technical requirements, and the quality and accuracy of technical evaluations. Performance will also be assessed based on the completion of subcontractor deliverables, reduction in recurring technical failures, and timely completion of site inspections and technical reports.

Qualifications and Experience

Candidates should possess 5-10 years of relevant experience in technical operations and maintenance management. The role requires a strong understanding of contractual and statutory requirements, as well as approved technical standards.

This full-time position is based in Riyadh, Saudi Arabia, and involves overseeing technical operations across various project sites. The role requires coordination with internal teams, regional managers, engineering teams, clients, and specialist subcontractors.
