Tendering Manager OHTL & Underground Cable (UGC) Projects

About the Role

Nesma Al Riyadh Contracting Company is seeking an experienced Tendering Manager – OHTL & Underground Cable (UGC) Projects. This full-time position is based in Riyadh, Saudi Arabia, and involves leading the preparation, coordination, pricing, and submission of major EPC power transmission tenders within the region. The role requires strong expertise in Overhead Transmission Lines (OHTL), Underground Transmission Cables (UGC), techno-commercial estimation, bid strategy, contract review, commercial risk management, and multidisciplinary tender coordination.

Key Responsibilities

• Lead the complete tendering process from ITT/RFP receipt through bid submission, clarifications, and negotiations.
• Review tender documents, specifications, drawings, BOQs, schedules, commercial conditions, and contractual requirements.
• Develop tender strategies, bid plans, submission schedules, and responsibilities.
• Manage multiple tenders simultaneously, ensuring accuracy, competitiveness, compliance, and timely submission.
• Coordinate with engineering teams to develop technically compliant proposals for HV/EHV OHTL projects, underground transmission cable projects, substations, and associated transmission works.
• Coordinate with procurement teams, suppliers, and subcontractors to obtain competitive quotations.
• Lead detailed EPC cost estimation and tender pricing, including analysis of quantities, construction methodology, manpower, equipment, and materials.
• Review scope, payment terms, LDs, performance guarantees, retention, advance payment, bonds, warranties, and other contractual provisions.
• Identify commercial and contractual risks, exclusions, qualifications, and deviations, developing tender risk registers and mitigation strategies.
• Coordinate with clients, consultants, utilities, EPC partners, suppliers, and subcontractors during the tender stage.
• Lead multidisciplinary tender teams across engineering, estimation, procurement, construction, planning, QA/QC, HSE, finance, and commercial/contracts.

Estimation and Pricing Focus

The role involves developing pricing for major OHTL and UGC components, including conductors & OPGW, towers & steel structures, foundations, insulators & fittings, earthing systems, HV/EHV cable systems & accessories, cable installation & jointing, cable trenching, duct banks & joint bays, civil works, testing & commissioning, and transportation & logistics. This includes conducting cost benchmarking, commercial analysis, and value-engineering exercises.

Saudi Market and Utility Knowledge

The successful candidate will maintain strong knowledge of the Saudi power transmission and EPC market, demonstrating familiarity with Saudi Electricity Company (SEC) requirements, Saudi transmission projects, approved vendors, local-content expectations, and applicable Saudi standards/specifications. This includes monitoring market trends, material prices, labor costs, supplier rates, and subcontractor pricing, as well as maintaining market databases.

Qualifications and Experience

• A minimum of 10+ years of power transmission EPC experience.
• Proven capabilities in estimation, strategic pricing, contracts, commercial management, risk assessment, and negotiation.
• Strong technical knowledge of OHTL and UGC systems.
• Experience within the Saudi power transmission market, particularly with projects involving Saudi Electricity Company (SEC), major utilities, EPC contractors, developers, and infrastructure stakeholders.
• Ability to independently lead complex, high-value tenders in the Saudi Arabian market.
• Experience working effectively with engineering, procurement, construction, finance, commercial, suppliers, subcontractors, and senior management teams.
