Introduction to the Role

Parsons Corporation is seeking a Commercial Specialist (Saudi National) to join its team in Tabūk, Tabuk, Saudi Arabia. This full-time position is critical for developing, implementing, and maintaining robust cost control and contracts functions and protocols. The specialist will provide essential support to the department manager on one or more larger projects.

Core Project Management Responsibilities

The Commercial Specialist will manage key aspects of project financial health and contractual compliance. Primary duties include:

  • Coordinating with other departments to ensure all costs and contracts are properly charged on jobs, providing full visibility to the project cost control person.
  • Taking responsibility for project budget, invoicing, change control, and cost forecasting.
  • Setting up baseline budgets (resource/revenue/cost) with appropriate Work Breakdown Structure (WBS), interfacing with various disciplines and in coordination with the Project Manager and Scheduler.
  • Establishing resource, revenue, and cost projections for projects in coordination with project teams.

Financial Analysis and Reporting

This role involves significant analytical and reporting functions to monitor and communicate project financial status. Key tasks include:

  • Providing financial and cost analysis, as well as earned value and cost performance reporting.
  • Analyzing, evaluating, forecasting, and reporting cost status against the established baseline in collaboration with the planning team.
  • Preparing and updating various weekly and monthly cost tracking reports.
  • Performing variance analysis against baseline projections and initiating or recommending corrective actions.
  • Utilizing historical data and trends for maintaining a realistic basis for future planning and forecasting.

Cost Control and Strategic Support

The specialist will also contribute to strategic planning and problem resolution within project cost control. Responsibilities include:

  • Participating in monthly and quarterly reviews and supporting the project team in explaining variances and justifications.
  • Providing guidance, direction, and specialized assistance for the resolution of difficult and complex cost control problems.
  • Supporting the Project Director in reviewing and finalizing the business plan.
  • Customizing project control systems to meet specific project requirements.
  • Interfacing with clients, attending regular meetings, and providing statistical reports as required.
  • Performing other responsibilities associated with this position as may be appropriate.

Required Experience

Candidates for this Commercial Specialist position must possess 5 to 10 years of experience in relevant commercial, cost control, or contracts functions.
