Role Overview

Parsons Corporation is seeking a Structure Design Manager to lead a large team of structural engineers and digital delivery specialists. This full-time position is based in Tabūk, Tabuk, Saudi Arabia, and involves overseeing the full lifecycle of structural design for major infrastructure projects, from concept through detailed design and construction support. The manager will be responsible for setting the technical direction for complex bridge and infrastructure structures, ensuring compliance with international and local codes, and driving high-quality, BIM-enabled delivery.

Key Responsibilities

• Review work produced to ensure applicable codes, standards, and procedures are followed and quality is acceptable.
• Monitor the productivity and technical proficiency of assigned personnel.
• Make staffing assignments and reassignments as project needs arise.
• Conduct performance evaluations, and recommend promotions, salary actions, and training for assigned personnel.
• Help define discipline design organization and participation on a project, including scope of work, design criteria, schedules, standards, and procedures.
• Determine budget estimates and staffing requirements for the defined scope and schedule.
• Supervise the production of project drawings and design calculations.
• Promote technical excellence on the project, including furthering the Quality Improvement Process.
• Ensure discipline design work is coordinated with project staff and engineers from other disciplines through clear and frequent communications.
• Advise engineering and project management regarding problem areas, staffing requirements, delays, scope changes, or other events affecting project completion and/or profitability.
• Initiate and/or review change order requests for additions, deletions, or changes to the original scope of work.
• Ensure adequate checking is performed in accordance with discipline checking policy and procedures.
• Recommend design methods, software tools, and equipment use for discipline standards, including advanced structural analysis platforms.
• Maintain affiliation with professional societies to keep abreast of current technologies.
• Recommend and prepare technical papers.

Essential Qualifications and Experience

• Bachelor’s degree in Civil Engineering with an emphasis on Structural Engineering.
• A minimum of 20 years of related work experience in structural design, particularly within prominent consultancy firms.
• Substantial experience in the design of transportation structures (bridges, underpasses) and infrastructure-related buildings (large-scale tank/pump stations, substations).
• UPDA Registration or eligibility to obtain it within months of onboarding.
• International professional registration such as PE, CEng, or PEng.

Required Skills and Technical Expertise

• Intimate knowledge of structural design principles.
• Strong experience with structural analysis and design software (*, MIDAS, CSI Bridge, ETABS, SAP 2000, SOFiSTiK).
• Ability to perform hands-on detailed technical reviews of engineering deliverables.
• Proficiency in conducting constructability reviews.
• Excellent report writing and presentation skills.

Desired Attributes

• Master’s degree in Structural Engineering.
• Experience in the Qatar or GCC region with major infrastructure or transportation programs.
• Experience leading structural design on design–build, PPP, or other alternative delivery projects.
• Proven experience implementing or overseeing digital design and BIM workflows for structural engineering.
• Expertise in seismic design, complex foundations, or long-span/complex bridge structures.
• Ability to take a leadership role in proposal preparations.
• Active participation in professional societies.
