About Majd Yanbu Industrial Company

Majd Yanbu Industrial Company is a joint venture between Elsewedy Cables and Alfanar Electrical Systems. The company is establishing a copper rod manufacturing facility in Yanbu Industrial City, Al Madinah, with a production capacity of 120,000 MT/year. As the facility approaches commercial production, the company is seeking an HSE Manager to establish and maintain its safety culture.

The Role of HSE Manager

The HSE Manager will lead and manage the overall Health, Safety, and Environmental function for the entire plant in Yanbu, Al Madinah. This full-time position involves developing and implementing HSE strategies, objectives, and annual plans across all operational areas, including the furnace, melting, casting, rolling mill, workshops, warehouses, and utility areas. The role is critical in shaping the HSE standards of a modern copper smelting and rolling facility.

Key Responsibilities

• Lead and manage the plant's overall HSE function, setting strategy, objectives, and annual HSE plans for all plant areas.
• Develop, implement, and continuously improve HSE policies, procedures, and management systems (*, ISO 45001, ISO 14001).
• Oversee and approve high-risk work controls, including Permit to Work (PTW), Lockout/Tagout (LOTO), confined space entry, work at height, excavation, lifting, and hot work.
• Lead risk assessments, hazard identification (HAZID/HAZOP), and job safety analyses for all operations.
• Direct incident, injury, and near-miss investigations, determine root causes, and ensure closure of corrective and preventive actions.
• Lead the plant's emergency response program, including fire-fighting readiness, evacuation planning, drills, and coordination with external emergency services.
• Manage and mentor the HSE team (officers, inspectors, and coordinators), setting priorities and reviewing inspection findings.
• Ensure contractor, third-party, and visitor HSE compliance from pre-qualification through active work.
• Monitor and report plant HSE performance (KPIs, incident trends) to senior management and the CEO.
• Ensure compliance with Saudi HSE regulations and relevant authorities (Civil Defense, MODON/Royal Commission, HCIS, Ministry of Human Resources and Social Development).
• Manage the PPE program, industrial hygiene monitoring (fire, heat, gas, chemical exposure), and control measures.
• Design and oversee HSE training, induction, and Toolbox Talk programs for employees and contractors.
• Manage the HSE budget, resources, and equipment (fire-fighting systems, gas detection, PPE stock, safety signage).
• Represent HSE in management reviews, audits (internal/external/certification), and management-of-change processes.
• Maintain and present HSE records, statistics, and reports for certification, regulatory, and corporate reporting.

Qualifications and Experience

• A minimum of 8 to 10 years of experience in Health, Safety, and Environment management.
• Demonstrated experience in developing, implementing, and improving HSE management systems.
• Proven ability to lead and manage an HSE team.
• Strong understanding of Saudi HSE regulations and compliance requirements.

Work Environment and Location

This is a full-time position based in Yanbu, Al Madinah, within a greenfield industrial project environment. The role involves working in a modern copper smelting and rolling facility, requiring a hands-on approach to building and upholding safety culture.
