About the Role

WSP in the Middle East is seeking a Senior HSE Manager to lead Health, Safety, and Environmental activities for a major infrastructure project in Riyadh, Saudi Arabia. This full-time role involves providing strategic HSE leadership as part of the PMCM team, ensuring contractor compliance, and fostering a strong safety culture. The successful candidate will ensure all project activities align with applicable Saudi regulations, client requirements, and international best practices.

Key Responsibilities

  • Lead and oversee all Health, Safety & Environmental (HSE) activities across the infrastructure project on behalf of the PMCM team.
  • Develop, implement, and continuously improve the project HSE Management Plan and associated procedures.
  • Ensure compliance with client HSE requirements, Saudi regulations, and international best practices.
  • Review, assess, and approve contractors' HSE plans, risk assessments, method statements, and emergency response procedures.
  • Monitor contractor HSE performance and ensure adherence to project safety standards and contractual obligations.
  • Conduct regular site inspections, audits, and management walkdowns to identify risks and verify compliance.
  • Lead investigations of incidents, accidents, near misses, and unsafe acts, ensuring root cause analysis and corrective actions are implemented.
  • Establish and monitor HSE key performance indicators (KPIs), targets, and reporting mechanisms.
  • Advise the Project Director and senior leadership team on HSE risks, trends, and mitigation strategies.
  • Ensure effective implementation of permit-to-work systems and control of high-risk activities.
  • Review construction methodologies and provide recommendations to eliminate or minimize health and safety risks.
  • Lead HSE meetings, workshops, toolbox talks, and safety leadership initiatives.
  • Promote a strong safety culture through workforce engagement, behavioural safety programs, and awareness campaigns.
  • Coordinate with client representatives, contractors, regulatory authorities, and other stakeholders on all HSE matters.
  • Manage and mentor HSE personnel, ensuring adequate resourcing, competency, and professional development.
  • Oversee environmental compliance, including waste management, pollution prevention, and sustainability requirements.
  • Ensure emergency preparedness plans are established, tested, and maintained throughout the project lifecycle.
  • Prepare and present periodic HSE reports, dashboards, and management presentations to the client and project leadership.
  • Support project risk management activities by identifying, assessing, and mitigating HSE-related risks.
  • Drive continuous improvement initiatives to achieve project HSE objectives and world-class safety performance.

Qualifications and Experience

  • A minimum of 10 years of experience in Health, Safety, and Environmental management.
  • Demonstrated experience in leading HSE activities for major infrastructure projects.
  • Strong understanding of Saudi regulations, client HSE requirements, and international best practices.
  • Proven ability to develop, implement, and improve HSE management systems.

Work Environment

This role is based in Riyadh, Saudi Arabia, and operates on a full-time basis within the PMCM team for a significant infrastructure project.
