Safety Engineer PDE

About the Role

SAMREF Saudi Aramco Mobil Refinery Company Ltd. is seeking a Safety Engineer PDE to join their team in Yanbu Al Sinaiyah, Al Madinah, Saudi Arabia. This full-time role involves providing safety engineering support to the Loss Prevention & Process Safety Section and Refinery Business Teams, ensuring effective and sustainable compliance with established safety systems and practices.

Key Responsibilities

• Assume full responsibility as an LP/Process Safety Engineer, covering all related activities in the assigned area. Conduct regular visits to process areas to promote safety culture across all organizational levels, including safety awareness, risk communication, HAZOP findings, and sharing safety issues.
• Support OIMS (Risk Assessment and Management), (Personnel Safety), and (Incident Investigation and Analysis) to ensure effective deployment and awareness of system improvement plans, GMOP, OCV&Ms, and Tier 1 Best Practices.
• Participate in, audit, and evaluate LP control system/awareness programs (on & off the job) and develop corrective action plans. Analyze data, develop, and issue structured safety reports (weekly, monthly, annually), including BBSO, Incident Investigation, Occupational Injuries, ExxonMobil required Safety Reports, and Process Safety Monthly Performance. Assist in developing weekly SAI reports and prepare Safety Talks and Safety Flashes.
• Review engineering packages for Projects (TSR) and Modifications (MOC), providing Safety Quality Control support and ensuring compliance with Government Safety Standards and ExxonMobil Practices.
• Support Business Teams in reviewing and assigning appropriate incident types and tier classifications. Assist BTs in applying the IRAT (Incident Risk Analysis Tool) and ensure quality and consistency in reviews. Participate in safety-related incidents/near misses as assigned, ensuring timely issuance of investigations, effective implementation of recommendations, and periodic progress tracking. Apply work processes for HLVIs (High Learning Value Incidents) per procedure.
• Prepare and issue overall Refinery Risk Management Plans (RMP) on a long-range and annual basis for ongoing Refinery Operations. Coordinate and participate in assessments and studies per the RMP, tracking and reporting progress.
• Develop and maintain the Refinery Risk Control Plan (RCP) to track all Refinery SHE Risks. Report and facilitate the stewardship of Refinery Process Safety & Risk Management with the Refinery Safe Operations Committee (SOC). Support Business Teams in resolving risks and reporting progress. Provide engineering support for effective RCP implementation based on ISO Risks / Risk Units.
• Support Process Hazards Identification & Analysis, Risk Assessments, and Process Safety Engineering Studies (*, HAZOP, Adhoc Risk Assessment, Scenario Based Operations Area Risk Assessment), ensuring adherence to GMOP requirements and methodologies.
• Provide support to manufacturing departments in conducting pre/formal safety audits, safety/housekeeping inspections, insurance reviews, and field support during planned/emergency shutdowns/turnarounds.
• Support Safety Reviews and Assessments (*, JSA, HAZOP, PSSR) for Projects/New Facilities (TSR)/Modifications (MOC) and ensure implementation of related requirements.
• Respond to all Refinery emergencies and provide assistance as per LP / Process Safety Supervisor instructions.
• Perform other job-related duties as requested by the LP/PS Supervisor and/or LP/PS&IH Manager.

Qualifications and Experience

• Candidates should possess 0-1 year of relevant experience.
