The Role of Construction Manager (Civil)

KEO is seeking an experienced Construction Manager (Civil) for the Rua Al Madinah Superblock 5 project in Medina, Saudi Arabia. This full-time role involves overseeing and managing civil construction activities for a development comprising 10 hospitality assets across 18 high-rise towers. The successful candidate will ensure effective construction management, supervision, and coordination to deliver works safely, efficiently, and in accordance with approved drawings, specifications, program, and quality standards.

Key Responsibilities

• Manage and supervise civil construction activities, ensuring completion according to approved drawings, specifications, and project requirements.
• Oversee contractors and subcontractors to ensure safe, efficient, and high-quality construction delivery.
• Monitor construction progress against the approved program and identify potential delays or risks.
• Coordinate with the Project Management team, consultants, and contractors to resolve construction-related issues.
• Review and monitor contractors' construction methodologies, work programs, resources, and site activities.
• Ensure compliance with project specifications, applicable standards, and KEO/client requirements.
• Provide technical guidance and support to the construction supervision team.
• Monitor the quality of civil works and coordinate with the QA/QC team for compliance with inspection and testing requirements.
• Ensure all construction activities adhere to approved HSE procedures and project requirements.
• Identify construction risks and develop proactive solutions to maintain project progress.
• Attend site meetings and provide regular updates on progress, issues, and risks.
• Coordinate interfaces between civil works and other disciplines for smooth project delivery.
• Review contractor submissions and provide technical input.
• Support the Project Manager and senior leadership in achieving project objectives.

Required Qualifications and Experience

• A minimum of 10 years of experience in construction management.
• Demonstrated experience managing multiple buildings or towers concurrently, preferably within hospitality or mixed-use developments.
• Strong technical background in MEP systems, coordination, testing, commissioning, and integrated systems delivery.
• Experience leading and managing construction delivery of a cluster of mid-rise hotel towers from mobilization through testing, commissioning, handover, and close-out.
• Ability to provide overall leadership to construction, MEP, architectural, structural, logistics, quality, and safety teams across a project cluster.
• Proficiency in coordinating civil, structural, architectural, façade, MEP, and specialist hotel systems for integrated project delivery.
• Expertise in overseeing installation, coordination, testing, and commissioning of HVAC, electrical, plumbing, fire protection, ELV, and building management systems.
• Experience in establishing and managing construction strategy, sequencing, site logistics, access arrangements, and deployment of resources.
• Capability to monitor construction progress against baseline programs and implement corrective measures.
• Skill in identifying constraints, interface issues, and potential delays early and coordinating their timely resolution.
• Experience chairing construction, coordination, progress, and interface meetings with various stakeholders.
• Ability to manage interfaces between structural works, building envelope, architectural finishes, MEP services, and hotel operational systems.
• Proficiency in overseeing technical submittals, shop drawings, material approvals, and procurement schedules.
• Experience in monitoring contractor and subcontractor performance, resource deployment, and productivity.
• Strong oversight of health, safety, environmental, and welfare requirements.
• Experience in managing phased completion, snagging, statutory approvals, and handover activities.
• Ability to support the assessment of variations, claims, and extension-of-time matters.
• Skill in preparing accurate progress reports, executive updates, and risk assessments.
• Experience in mentoring and managing construction managers, MEP managers, and site supervision personnel.

Work Environment and Project Context

This role is based in Medina, Saudi Arabia, for the Rua Al Madinah Superblock 5 project. KEO provides full Project Management and Construction Management (PMCM) services, including Project Management, Construction Supervision, and Engineer to the Contract services. The focus is on safely delivering this landmark hospitality development on time, within budget, and to the highest quality standards.
