Job Description

About the Role

HILL INTERNATIONAL is seeking a Program Manager to join their team. This full-time role involves participating in the planning and formulation of design alternatives and solutions for construction projects, working closely with various teams and stakeholders, and managing program and project teams to achieve optimal return on investment. The Program Manager will be accountable for delivering against established business goals and objectives.

Key Responsibilities

  • Participate in the planning and formulation of design alternatives and solutions for construction projects.
  • Collaborate with project sponsors, cross-functional teams, and assigned project managers to define scope, deliverables, resources, work plans, budgets, and timelines for new initiatives.
  • Manage program and project teams to ensure optimal return on investment, coordinating and delegating cross-project initiatives.
  • Identify key requirements for cross-functional teams and external vendors.
  • Develop and manage project budgets, ensuring delivery against established business goals and objectives.
  • Work with other program managers to identify risks and opportunities across multiple departmental projects.
  • Analyze, evaluate, and mitigate program risks, and produce comprehensive program reports for managers and stakeholders.
  • Maintain continuous communication with client representatives regarding project progress and areas of concern.
  • Develop and administer project budgets, fiscal controls, contracts, and quality control provisions.
  • Direct work sequencing to expedite project delivery and minimize disruption to ongoing operations.
  • Ensure project operations comply with design specifications and client requirements.
  • Adhere to relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International.
  • Perform other duties as assigned by the line manager/supervisor.

Qualifications and Experience

  • Bachelor's degree in engineering from an accredited university.
  • Minimum of 20 years of experience in managing large-scale infrastructure programs consisting of multiple projects.
  • Demonstrated experience in major government and/or semi-government program and project implementations.
  • Extensive experience in the construction management of water and wastewater works.
  • Proven experience in implementing a zero-accident philosophy.
  • A record of engagement with government entities and utility providers.
  • Excellent verbal and written communication skills.
  • Experience working internationally.
