Sr. Construction Manager

About the Role

Jasara Program Management Company is seeking a Sr. Construction Manager to serve as the lead representative for construction delivery within its Program Management Consultancy (PMC) team. This full-time role is based in Saudi Arabia and involves providing strategic oversight and assurance for major tunneling and underground infrastructure projects. The position requires a minimum of 10 years of experience in the delivery of large, technically challenging tunneling projects.

Role Purpose and Scope

The Senior Construction Manager is responsible for monitoring, coordinating, and managing Cost Plus, Re-measurable, EPC/Design & Build contractors. The primary objective is to ensure that all construction activities are executed safely, efficiently, and in compliance with project objectives, contractual requirements, quality standards, and regulatory obligations. The role demands industry-leading experience in projects involving TBM, NATM/SEM, deep shafts, caverns, underground premium facilities, and associated high-end habitable spaces, utility, and infrastructure works.

Key Responsibilities

• Serve as the PMC's senior construction representative and advisor to the Client.
• Provide strategic oversight of all tunneling and underground construction activities, monitoring contractor performance against schedules, budgets, safety, and quality objectives.
• Review and validate construction methodologies, work plans, sequencing strategies, and resource deployment plans.
• Lead construction oversight teams in monitoring various contractor types, assessing capabilities, productivity, and recovery strategies.
• Provide expert guidance on tunneling methodologies and underground construction techniques, reviewing and approving proposals related to TBM, NATM/SEM/VMT, drill and blast, shaft and cavern construction, ground support, dewatering, and temporary/permanent support systems.
• Promote and enforce a "Safety First" culture, overseeing contractor compliance with HSE requirements and international best practices.
• Monitor construction progress against baseline schedules, identify risks, evaluate recovery programs, and provide accurate progress assessments and executive-level reporting.
• Support Commercial and Project Controls teams in evaluating claims, variations, extension of time requests, and change orders.
• Act as the primary construction interface between the Client, PMC team, contractors, designers, and authorities, participating in executive and steering committee meetings.
• Ensure construction activities comply with approved design, specifications, codes, and standards, leading quality audits and monitoring inspection and test plans.

Qualifications and Experience

• A minimum of 10 years of experience in construction management, specifically within large-scale, complex tunneling and underground projects.
• Demonstrated expertise in the oversight and delivery of projects involving TBM (micro and other), NATM/SEM/VMT, deep shafts, caverns, and underground premium facilities.
• Proven track record in providing strategic construction leadership, governance, and assurance for multi-billion-dollar programs.
• Experience in managing Cost Plus, Re-measurable, EPC, and Design & Build contractors.
• Strong understanding of geotechnical risks and mitigation measures.
• Commitment to driving exceptional safety performance and ensuring HSE compliance.
