About the Role

Parsons Corporation is seeking an Engineering Manager for Roads, Civils & Structures to join their team in Riyadh. This full-time position requires 5-10 years of experience in leading civil and structural engineering activities for infrastructure projects.

Role Overview

The Engineering Manager will be responsible for the comprehensive oversight and coordination of all civil and structural engineering aspects across road and infrastructure projects. This includes managing multi-disciplinary design and technical delivery, from initial concept through detailed design, construction support, and final handover. The role ensures that all engineering solutions are safe, compliant, constructible, and effectively integrated with other project disciplines, meeting client and regulatory requirements.

Key Responsibilities

• Provide technical leadership and governance for roads, civils, and structural engineering.
• Define and implement engineering standards, procedures, and best practices.
• Act as the senior technical authority for critical engineering decisions.
• Ensure designs incorporate safety, durability, maintainability, and whole-life cost considerations.
• Plan and manage engineering activities from concept to detailed design and IFC.
• Coordinate inputs from internal teams and external consultants across various disciplines.
• Ensure integration of road and structural elements with adjacent infrastructure.
• Oversee the development and review of key design deliverables.
• Ensure designs comply with relevant standards, codes, and guidelines.
• Establish and manage technical review and checking processes.
• Lead or participate in technical assurance activities, including HAZID and constructability reviews.
• Work with quality teams to implement project quality plans.
• Collaborate with project managers on scope, schedule, and resource requirements.
• Provide technical input to project execution plans and risk registers.
• Support construction teams with technical clarifications and issue resolution.
• Review method statements and temporary works concepts.
• Serve as a senior technical point of contact for clients, authorities, and stakeholders.
• Support or lead technical meetings and presentations.
• Coordinate responses to authority review comments and technical approvals.
• Identify and manage key engineering risks and develop mitigation strategies.
• Lead or support value engineering initiatives.
• Promote innovation and digital tools to improve efficiency and quality.
• Capture and embed lessons learned into future engineering approaches.
• Lead and develop a team of engineers and technicians.
• Plan and allocate resources across projects.
• Mentor and coach engineering staff.
• Support recruitment and performance management within the engineering team.
• Provide engineering input to estimates, proposals, and bids.
• Support commercial teams in defining engineering scope.
• Monitor engineering budgets and progress.
• Assist in the technical evaluation of subcontractor and supplier proposals.

Qualifications and Experience

• Required experience: 5-10 years.
• Experience in leading civil and structural engineering activities for road and infrastructure projects.
• Proficiency in managing multi-disciplinary design and technical delivery.
• Experience with concept through detailed design, construction support, and handover phases.
• Familiarity with relevant engineering standards, codes, and guidelines.
• Experience in technical assurance activities and quality management.
