About the Role

KEO Group is seeking a Project Civil Engineer to join their team in Riyadh, Saudi Arabia. This full-time position involves supporting the delivery of significant infrastructure, mixed-use, commercial, and development projects. The role requires ensuring civil engineering works meet project specifications, quality standards, contractual obligations, and client expectations.

Project Delivery and Site Supervision

The Project Civil Engineer will serve as a key technical representative on-site. Responsibilities include monitoring and supervising civil construction activities to ensure compliance with approved drawings, specifications, schedules, and applicable standards. This involves reviewing contractor submissions such as shop drawings, method statements, and material submittals. Regular site inspections and audits will be conducted to verify construction quality and adherence to project requirements. The role also entails identifying construction issues and providing timely technical solutions, as well as coordinating with multidisciplinary teams including structural, architectural, and MEP disciplines, and assisting in monitoring project milestones against approved programs.

Quality and Contractual Oversight

Ensuring all civil works conform to project specifications, local regulations, and international standards is a core function. This includes reviewing and witnessing inspections and testing activities, and supporting quality control processes to address and close out non-conformance issues. The Project Civil Engineer will also review and assess contractor requests for information (RFIs), technical queries, and variation proposals. Support will be provided in evaluating progress claims, contractor performance, and change orders from a technical standpoint. Maintaining accurate project records, site reports, and engineering documentation is also required.

Health, Safety, and Environmental Compliance

A critical aspect of the role involves promoting and enforcing project health, safety, and environmental (HSE) requirements. This includes monitoring contractor compliance with approved HSE plans and procedures, participating in safety inspections and audits, and contributing to incident investigations. Fostering a proactive safety culture across all project activities is essential.

Stakeholder Engagement

Effective liaison with clients, contractors, authorities, utility providers, and other project stakeholders is necessary. The Project Civil Engineer will attend project meetings to provide technical updates on progress, risks, and key issues, and will support project managers in managing stakeholder expectations and achieving project objectives.

Qualifications and Experience

Candidates should possess a minimum of 5 to 10 years of career experience. A Bachelor Degree in Civil Engineering or a related field is required. Previous experience working for an engineering consultancy, project management consultancy (PMC), or construction supervision consultant is essential for this role.
