About the Quantity Surveyor Manager Role

HanmiGlobal MENA is seeking an experienced Quantity Surveyor Manager to join its program management and PMCM team in Riyadh, Saudi Arabia. This full-time position involves leading the quantity surveying and cost verification frameworks for a large-scale, multi-work package land and infrastructure development program. The role reports to the Program Director and requires a minimum of 10 years of professional experience.

Role Context and Responsibilities

In this leadership position, you will provide program-level oversight for all quantity surveying activities. Your primary objective is to ensure that measurement verifications, valuation reviews, cost verifications, and payment certifications are integrated, transparent, auditable, and compliant with contractual requirements, industry best practices, and client expectations. This role is critical in supporting the successful delivery of the overall development program.

  • Develop and maintain the Program Quantity Surveying Framework, including standards, procedures, methodologies, templates, and reporting requirements.
  • Ensure consistent application of quantity surveying practices and promote best practices across all project packages.
  • Review and verify quantities, measurements, take-offs, Bills of Quantities (BoQs), valuations, payment applications, interim valuations, and final account assessments.
  • Provide independent verification of quantity-based payment assessments, cost estimates, schedules of rates, and commercial evaluations.
  • Assess the quantity and cost implications of design changes, scope modifications, variations, compensation events, and Value Engineering proposals.
  • Support cost verification, commercial assessments, forecasting, and resolution of quantity-related commercial issues and disputes.
  • Contribute specialist quantity surveying expertise to multidisciplinary technical and commercial reviews.
  • Prepare quantity surveying reports, technical assessments, executive summaries, and recommendations.
  • Coordinate with commercial, technical, project controls, procurement, and package teams for integrated decision-making and reporting.
  • Promote continuous improvement through digital measurement systems, cost management tools, knowledge sharing, and lessons learned.

Qualifications and Experience

  • Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Management, Civil Engineering, or a related discipline.
  • Chartered Professional membership or equivalent professional accreditation.
  • A minimum of fifteen (15) years of professional experience in quantity surveying, cost verification, infrastructure delivery, urban development, major capital projects, or mega-programs.
  • Experience within PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations, preferably on major land development and infrastructure projects in Saudi Arabia or the GCC.
