About the HSWW Manager Role

Parsons Corporation is seeking an experienced HSWW Manager to oversee Health, Safety, Wellness, and Wellbeing programs for power utilities infrastructure projects in Riyadh. This full-time position requires a professional dedicated to ensuring safe and healthy work environments within the power utilities sector.

Role Overview and Responsibilities

The HSWW Manager is responsible for the development, implementation, and oversight of comprehensive Health, Safety, Wellness, and Wellbeing programs across power utilities infrastructure projects. This includes transmission and distribution lines, substations, underground utilities, and related civil works. The role ensures all activities comply with company policies, legal requirements, client standards, and industry best practices, while fostering a strong safety culture and supporting the wellbeing of all personnel.

  • Develop and implement HSWW strategies, policies, and procedures tailored for power utilities infrastructure.
  • Align HSWW programs with corporate objectives, client needs, and key performance indicators.
  • Integrate traditional safety programs with wellness and mental health initiatives, including fatigue management and ergonomics.
  • Conduct gap analyses and lead continuous improvement for HSWW programs.
  • Ensure compliance with relevant regulations (*, OSHA, local health and safety legislation) and utility standards.
  • Maintain and update HSWW management systems.
  • Identify, assess, and control HSWW risks associated with live electrical environments, working at heights, confined spaces, and other high-risk activities.
  • Lead the development and maintenance of risk registers, risk assessments, and job hazard analyses.
  • Support incident command and emergency response planning.
  • Provide visible leadership and conduct regular safety and wellbeing walks, inspections, and audits at project sites.
  • Oversee the implementation of site-specific HSWW plans and critical control verifications.
  • Verify the adequacy of PPE, tools, and equipment.
  • Coordinate with construction management to integrate HSWW requirements into project plans.
  • Support contractor and subcontractor HSWW management.
  • Lead or support investigations of incidents and near-misses using structured methodologies.
  • Develop and deliver HSWW training for all personnel.
  • Promote a strong culture of safety and wellbeing, including stop-work authority and psychological safety.
  • Coach supervisors and leaders in safety leadership and behavioral safety practices.
  • Support wellness programs such as mental health support and heat stress programs.
  • Serve as the primary HSWW contact for project teams, clients, and regulatory agencies.
  • Prepare HSWW performance reports and presentations for management and clients.
  • Collaborate with HR and Occupational Health to integrate wellbeing support.

Required Qualifications

  • Bachelor’s degree in occupational health & safety, Environmental Science, Engineering, or a related field; equivalent experience may be considered.
  • A minimum of 10 years of HSWW/HSE experience, with at least 5 years specifically in power utilities infrastructure, including transmission and distribution construction, substation construction or maintenance, and civil works related to utilities.
  • Demonstrated experience implementing HSWW programs on complex, multi-contractor infrastructure projects.
  • Strong knowledge of applicable safety regulations and standards for electrical utilities and construction.

Preferred Qualifications

  • Recognized safety qualification/certification (*, CSP, CRSP, NEBOSH, CHST, or equivalent).
  • Utility sector or EPC project experience with major utilities or transmission operators.
  • Experience with ISO (Occupational Health & Safety) and ISO (Environmental) management systems.
  • Training or credentials related to wellness/mental health is an asset.
  • Experience in behavioral-based safety and safety culture transformation programs.

Skills and Abilities

  • In-depth understanding of high-voltage hazards and control measures, working at heights, excavation, and lifting operations.
  • Strong analytical and problem-solving skills.
  • Excellent communication, facilitation, and presentation skills.
  • Proven ability to influence and coach field leaders and contractors.
  • Proficiency with HSWW reporting systems and MS Office suite.

Work Location and Type

This is a full-time position based in Riyadh, Saudi Arabia, focusing on power utilities infrastructure projects.
