About the Role

Parsons Corporation is seeking a Saudi National Interface Specialist (Stakeholder) to join their team in Riyadh. This full-time position involves managing and facilitating crucial relationships and communications with various external entities to ensure successful project delivery within the transportation infrastructure sector.

Key Responsibilities

• Collaborate with the Stakeholder Manager to build and maintain strong relationships with industry partners, public authorities, government entities, utility providers, and key decision-makers.
• Facilitate communication and coordination with external stakeholders and industry partners to support project objectives and alignment.
• Support engagement with government authorities, including the Ministry of Transport, on matters related to transportation infrastructure and public transportation development.
• Coordinate with utility providers such as Saudi Electricity Company (SEC), ARAMCO, National Water Company (NWC), and telecommunications operators to resolve utility and infrastructure interface issues.
• Promote the integration of transportation networks by coordinating with major transportation stakeholders, including airports and regional transportation facilities.
• Liaise with key traffic stakeholders, including Civil Defense, Riyadh Municipality, and the Ministry of Interior, to support traffic coordination and project implementation.
• Maintain awareness of land acquisition processes and timelines, assisting with coordination for access and right-of-way requirements.
• Monitor stakeholder issues, regulatory developments, legal precedents, and changes in the political, social, environmental, and industrial environment that may impact project delivery.
• Develop and implement stakeholder engagement strategies to address emerging issues and support successful project outcomes.
• Support community engagement initiatives and enhance the project’s public image through proactive communication and expectation management.
• Prepare stakeholder reports, meeting records, presentations, and coordination documents.
• Support the timely and professional resolution of stakeholder concerns, conflicts, and project-related issues.

Qualifications and Experience

• Bachelor’s Degree in Architecture, Civil Engineering, Construction Engineering, or a related discipline.
• A minimum of 10 years of relevant experience.
• At least 5 years of professional experience within a rail or transit development environment.
• Strong knowledge of Riyadh's governmental, utility, and stakeholder landscape; established relationships across relevant authorities and organizations are preferred.
• Experience managing stakeholder engagement activities on major infrastructure projects with multiple internal and external stakeholders.
• Experience working in complex and fast-paced project environments with demanding schedules.

• Ability to build and maintain effective relationships with a diverse range of stakeholders.
• Demonstrated ability to influence, persuade, and communicate effectively with senior-level stakeholders.
• Excellent judgment, diplomacy, conflict resolution, and decision-making skills.
• Fluency in both Arabic and English, with excellent verbal and written communication skills in both languages.
• Experience working in multicultural and multidisciplinary environments.

Preferred Qualifications

• Experience supporting major rail, metro, transit, or transportation infrastructure projects.
• Strong understanding of utility coordination, land acquisition, and government stakeholder management processes.
• Experience working with public authorities, utility providers, and transportation agencies within Saudi Arabia.
• Ability to manage critical stakeholder issues and respond effectively within a dynamic project environment.
