About the Role

Fintech HIRE Middle East & Africa is seeking a PMO Senior Lead for an Airport Transformation program in Riyadh. This full-time, residential role is part of Saudi Arabia's ambitious Vision 2030 initiative, focusing on the technological, operational, and business transformation required to develop a major airport megaproject into a fully functioning facility.

Program Overview and Mandate

Saudi Arabia is undertaking a significant airport development, centered around King Salman International Airport. The role of the PMO Senior Lead is to design, establish, and manage the Program Management Office (PMO) for a multi-billion riyal delivery program. This program encompasses 49 systems across 18 integration domains, reporting directly to the Programme Director.

Key Responsibilities

  • Design and implement the program governance framework, reporting cadence, and escalation model across the consortium.
  • Lead the PMO team, including project control analysts, financial control analysts, and schedulers, both on-shore and off-shore.
  • Manage the executive reporting rhythm to the steering committee, sponsors, and client stakeholders.
  • Oversee commercial governance, including contract changes, scope variations, and vendor performance.
  • Establish and enforce quality management, risk management, and compliance frameworks.
  • Drive the program cadence, including workshops, review boards, stage gates, and milestone reporting.

Required Qualifications and Experience

  • A minimum of 10 years of experience leading PMOs on large-scale, complex ICT or infrastructure programs.
  • Deep fluency in PMO methodologies such as PMBOK, MSP, PgMP, PRINCE2, or equivalent.
  • Proven commercial acumen in managing contract changes, scope variations, and vendor performance frameworks.
  • A track record of leading multi-vendor program reporting and governance.
  • Strong executive presence and communication skills, with the ability to present to steering committees and C-level sponsors.
  • Experience in airport, aviation, or transport mega-programs is a strong advantage, though not mandatory.
  • GCC or KSA experience is considered a plus.

Role Expectations

This role requires an individual who actively shapes governance decisions, challenges vendor performance, and provides executives with clear, actionable information. Success in the first year will be measured by a fully operational PMO with baselined governance, integrated financial and schedule reporting, signed-off quality and risk frameworks, and established executive confidence in the reporting rhythm.

Work Environment and Compensation

The position is based in Riyadh on a residential basis, offering a tax-free package and relocation assistance. This is a full-time permanent role. Compensation will be benchmarked at a senior program leadership level for a Vision 2030 flagship program. Specific package details will be provided to shortlisted candidates.
