Job Description

About the Role

Met T&S is seeking a Commissioning / Pre-Commissioning HSE Supervisor for a contract position in Al Jubail. This role is responsible for ensuring all field activities adhere to the company's HSE policy, regulations, standards, and procedures. The Supervisor will verify compliance and promote necessary preventive and corrective actions. This position reports to the Construction HSE Coordinator or, when acting as the TCM HSE representative at the site, to the Site Manager.

Key Responsibilities

  • Perform Job Hazardous Analysis (JHA) and participate in Job Safety Analysis (JSA).
  • Verify the adequacy and application of the site HSE plan and related procedures, preparing revisions as needed.
  • Update HSE documentation throughout all construction phases.
  • Ensure subcontractors comply with all applicable HSE procedures, regulations, and standards, promoting actions to ensure observance.
  • Organize, plan, and participate in periodical HSE walk-arounds, inspections, and audits on site, preparing reports, action plans, and verifying follow-up.
  • Organize, coordinate, and directly participate in HSE training activities on site.
  • Organize and participate in all relevant site HSE meetings, preparing Minutes of Meeting (MOM).
  • Cooperate with the client regarding the issuance of necessary work permits.
  • Organize full investigations of work accidents to identify corrective measures and prevent reoccurrence.
  • Maintain accident records, identifying areas requiring prevention efforts.
  • Perform and/or promote personnel indoctrination and training.
  • Lead and coordinate the activities of the site HSE committee, comprising contractor and subcontractor HSE representatives.
  • Lead and coordinate the site emergency response team and fire prevention/fighting team, organizing training and emergency drill mock activities.
  • Prepare the HSE section of the construction monthly progress report and other periodical reports.
  • Prepare and update site HSE statistics, verifying performance against project and corporate HSE objectives, targets, and performance indicators.
  • Propose recovery plans in case of performance mismatch.

Education and Certifications

  • University Degree or Diploma in any Engineering discipline or equivalent.
  • Required: NEBOSH GC / IGC certificate.
  • ARAMCO approval is an added advantage.

Experience Requirements

  • 5-10 years of relevant experience in commissioning projects/operations.
  • Experience must be within the oil & gas or petrochemical industries.
  • Includes experience in at least 3 major EPC projects in the oil & gas or petrochemical sector.
