The Role: SUPERVISOR - HSE
El Seif Engineering Contracting is seeking a SUPERVISOR - HSE to lead and manage the company's HSE training, education, and incident investigation programs. This full-time position, located in Riyadh, is crucial for ensuring that all HSE and construction employees are competent in their roles, conducting thorough incident investigations to prevent re-occurrence, and coordinating comprehensive crisis and disaster management activities.
Key Responsibilities
- Support the development of KSA national employees to achieve corporate objectives and Saudization targets, fostering knowledge dissemination and internal capability building.
- Lead the day-to-day operations of the HSE Training & Incident Investigation team, ensuring compliance with company policies and procedures.
- Manage and conduct all Training & Incident Investigation activities across all company facilities and work sites.
- Design, implement, and ensure the effective execution of the Training & Incident Investigation system, maintaining legal and regulatory compliance.
- Identify and track Key Performance Indicators (KPIs) for the Training & Incident Investigation function, devising plans and initiatives for continuous improvement.
- Manage the development of the company’s expertise, know-how, and capabilities in Training & Incident Investigation, aligning with international standards.
- Lead major incident and accident investigations, ensuring proper reporting of safety incidents to Personnel and Admin.
- Design a competency framework for HSE professionals and develop a Performance Management system to analyze competency levels and identify training needs.
- Establish and execute a training regime, securing necessary budgetary approvals for external training requirements.
- Provide in-house training to new and existing employees and contractors on OHS policy conformance, awareness of high and medium-risk activities with corresponding control measures, potential consequences of procedural deviations, and employee roles in the OHS Management System.
- Establish a process for evaluating training effectiveness and recording lessons learned for future improvements.
Emergency and Crisis Management
- Prepare comprehensive Emergency Plans and procedures for various scenarios, including natural disasters (*, sand/dust storms, hailstorms, floods, earthquakes) and construction-based emergencies (*, crane/scaffolding collapse, fire & explosion, confined space accidents, hazardous materials spills).
- Conduct surveys to determine specific emergency needs and consult with external institutions such as Civil Defense and hospitals to assess their capabilities.
- Coordinate disaster response and crisis management activities, including ordering evacuations, opening shelters, and implementing special needs plans.
- Design and deliver emergency/disaster preparedness training courses, seeking external consultation for best practices.
- Inspect facilities and equipment, including emergency management crisis centers and communications equipment, to ensure operational and functional capabilities during emergencies.
- Prepare emergency situation status reports detailing response and recovery efforts, along with preliminary damage assessments.
Qualifications and Experience
- Minimum of 10 years of experience in a similar field within an operation comparable in size to El Seif Engineering Contracting.
- Experience in the Middle East is a strong advantage.
- Demonstrated strong practical knowledge in QA/QC Management, Project Management, and Contractual Management.
- Expertise in HSE Project and Risk Management.
- Well-versed in international HSE industry standards.
- Proficient in Data Management and Record Management.

- Proven ability to handle multiple complex projects with a focus on results.
