Construction HSE Supervisor Opportunity at Tecnimont

Tecnimont is seeking a dedicated Construction HSE Supervisor for a contract position based in Al Jubail. This role is crucial for upholding stringent health, safety, and environmental standards across all construction activities within the project scope.

Role Purpose and Reporting

The Construction HSE Supervisor is responsible for verifying and ensuring that all field activities are performed in strict accordance with Tecnimont's HSE policy, regulations, standards, and procedures. This includes promoting all required preventive and corrective actions. The position reports to the Construction HSE Coordinator or, when acting as the Tecnimont HSE representative at site, to the Site Manager.

Key Responsibilities

  • Perform job hazardous analysis (JHA) and participate in job safety analysis (JSA).
  • Verify the adequacy and application of the site HSE plan and all related procedures, preparing any necessary revisions.
  • Update HSE documentation during all construction phases when deemed necessary.
  • Ensure subcontractors perform their activities in accordance with all applicable HSE procedures, regulations, and standards, promoting necessary actions to ensure observance.
  • Organize, plan, and participate in periodical HSE walk-arounds, inspections, and audits on site. Prepare relevant reports, action plans, and verify follow-up and timely execution of corrective actions.
  • Organize, coordinate, and directly participate in HSE training activities on site.
  • Organize and participate in all relevant site HSE meetings, preparing the relevant Minutes of Meeting (MOM).
  • Cooperate with the client concerning the issue of any necessary work permits.
  • Organize a full investigation of work accidents, finalized to the identification of corrective measures to avoid reoccurrence.
  • Maintain accident records, identifying areas where prevention must be addressed.
  • Perform and/or promote the indoctrination/training of personnel.
  • Lead and coordinate the activities of the site HSE committee, composed of all contractor and subcontractor HSE representatives.
  • Lead and coordinate the site emergency response team and fire prevention/fighting team, organizing training and emergency drill mock activities.
  • Prepare the HSE section of the construction monthly progress report and other periodical reports.
  • Prepare and update site HSE statistics, verify performance versus project and corporate HSE objectives, targets, and performance indicators.
  • Propose recovery plans in case of mismatch.

Qualifications and Professional Experience

  • University Degree or Diploma in any Engineering discipline or equivalent.
  • Minimum 8 years of experience in HSE within construction, fabrication, installation, and/or commissioning projects/operations, specifically in the oil & gas or petrochemical industries.
  • Relevant experience in at least 3 major EPC projects within the oil & gas or petrochemical sector.
