About the Role: Construction HSE Manager

Met T&S is seeking a Construction HSE Manager for major projects. This is a contract position based in Al Jubail, within the Eastern region. The successful candidate will report directly to the Site Manager, overseeing all Health, Safety, and Environment aspects on site.

Role Overview and Project Focus

The Construction HSE Manager is appointed for significant projects, particularly those involving consortiums or ATI structures. This role is critical for ensuring the rigorous application of HSE policies and management systems throughout all construction phases, maintaining compliance, and fostering a safe working environment.

Key Responsibilities

  • Support and monitor the implementation of the Tecnimont HSE Policy and HSE management system at the site.
  • Perform Job Hazardous Analysis (JHA) and participate in Job Safety Analysis (JSA).
  • Verify the adequacy and application of the site HSE plan and related procedures, preparing necessary revisions.
  • Update HSE documentation as required during all construction phases.
  • Ensure subcontractors comply with applicable HSE procedures, regulations, and standards, promoting necessary actions for observance.
  • Organize, plan, and participate in periodical HSE walk-arounds, inspections, and audits on site.
  • Prepare relevant reports and action plans, verifying follow-up and timely execution of corrective actions.
  • Organize and coordinate HSE training activities and participate in all relevant site HSE meetings.
  • Cooperate with the client regarding the issuing of necessary work permits.
  • Organize full investigations of work accidents to identify corrective measures and prevent reoccurrence.
  • Maintain accident records, identifying areas requiring prevention efforts.
  • Promote personnel indoctrination and training.
  • Lead and coordinate the site HSE committee and the site emergency response and fire prevention/fighting teams, including organizing training and emergency drill mock activities.
  • Prepare the HSE section of the construction monthly progress report and other periodical reports.
  • Prepare and update site HSE statistics, verify performance against project and corporate HSE objectives, targets, and performance indicators, and propose recovery plans for mismatches.

Qualifications and Professional Experience

  • University Degree or Diploma in any Engineering field or equivalent.
  • Holding a NEBOSH GC/IGC certificate.
  • ARAMCO approval is considered an advantage.
  • Minimum of 15 years’ experience in HSE within construction, fabrication, installation, and/or commissioning projects/operations in the oil & gas or petrochemical industries.
  • Relevant experience in at least 3 major EPC projects in the oil & gas or petrochemical sector.
