About the Role

Met T&S is looking for a Construction HSE Supervisor (LOTO) to join their team in Al Jubayl, Saudi Arabia. This contract position requires 5-10 years of experience and comes with an excellent salary package and benefits. The supervisor reports to the Construction HSE Coordinator or, when acting as the TCM HSE representative at site, to the Site Manager. The primary responsibility is to verify and ensure all field activities are performed in accordance with TCM HSE policy, regulations, standards, and procedures, promoting all required preventive and corrective actions.

Role Context and Objectives

The Construction HSE Supervisor (LOTO) is crucial for upholding safety standards and regulatory compliance on site. This position involves direct oversight of field activities to ensure adherence to established HSE policies and procedures, with a particular emphasis on Lockout/Tagout (LOTO) protocols. The objective is to proactively identify hazards, implement preventive measures, and manage corrective actions to foster a safe and compliant work environment throughout all construction phases.

Core Responsibilities

  • Perform job hazardous analysis (JHA) and participate in job safety analysis (JSA).
  • Verify the adequacy and application of the site HSE plan and all related procedures, preparing any necessary revisions.
  • Update HSE documentation during all construction phases as deemed necessary.
  • Check that subcontractors perform activities in accordance with all applicable HSE procedures, regulations, and standards, promoting necessary actions to ensure observance.
  • Organize, plan, and participate in periodical HSE walk-arounds, inspections, and audits on site. Prepare relevant reports and action plans, and verify follow-up and timely execution of corrective actions.
  • Organize, coordinate, and directly participate in HSE training activities on site.
  • Organize and participate in all relevant site HSE meetings, preparing the relevant Minutes of Meeting (MOM).
  • Cooperate with the client concerning the issue of any necessary work permits.
  • Organize a full investigation of work accidents, finalized to identify corrective measures to avoid reoccurrence.
  • Keep accident records, identifying areas where prevention must be addressed.
  • Perform and/or promote the indoctrination/training of personnel.
  • Lead and coordinate the activities of the site HSE committee (composed of all contractor and subcontractor HSE representatives).
  • Lead and coordinate the site emergency response team and fire prevention/fighting team, organizing training and emergency drill mock activities.
  • Prepare the HSE section of the construction monthly progress report and other periodical reports.
  • Prepare and update site HSE statistics, verify performance versus project and corporate HSE objectives, targets, and performance indicators.
  • Propose recovery plans in case of mismatch.

Qualifications and Experience

  • A minimum of 5 to 10 years of experience in a construction HSE supervisory role.
  • Demonstrated understanding and application of Lockout/Tagout (LOTO) procedures.
  • Proficiency in performing job hazardous analysis (JHA) and participating in job safety analysis (JSA).
  • Experience in verifying and updating site HSE plans and related documentation.
  • Ability to organize and lead HSE walk-arounds, inspections, audits, and training activities.
  • Experience in accident investigation, record keeping, and proposing corrective measures.
  • Proven leadership skills for coordinating site HSE committees and emergency response teams.
